About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 10 units of air flasks under NSN 7H-8120-014877230-X5, with delivery required to DLA Distribution facilities in New Cumberland, Pennsylvania and Tracy, California. The government intends to use sole source procurement authority under FAR 6.302-1 because it does not own the technical data rights needed to competitively procure or repair these parts, and has determined it would be uneconomical to purchase the data rights or reverse engineer the components. While this is a notice of intent for sole source procurement rather than a competitive solicitation, the government will consider proposals, quotations, or capability statements from any responsible sources submitted within 45 days of the June 17, 2025 posting date. Award decisions remain at the government's discretion, and any potential contractor must meet qualification requirements per FAR clause 52.209-1 at the time of award. Interested parties have 15 days from this notice to identify their capability to satisfy the requirement with commercial items, though the government's market research indicates FAR Part 12 commercial item policies will not apply to this procurement.

This procurement opportunity is designated as a total small business set-aside, restricting competition to qualified small business enterprises. The contract covers a quantity of 10 air flask units classified under PSC category 8120 for Commercial and Industrial Gas Cylinders. The solicitation does not specify the contract value, incumbent contractor information, or detailed performance timelines beyond the August 4, 2025 due date for responses. The technical data package is identified as version 009, and the government has made specific delivery location requirements to two separate DLA distribution centers on the East and West coasts. No specific contract duration or delivery schedule is outlined in this pre-solicitation notice, though the structured NSN and delivery location requirements suggest this is for standard military supply chain inventory replenishment.
