NOTICE:  RFQ was been amended on 12/20/2011.  The first page SF-1449 has been corrected to conform to description.  The current attachment contains the correct information.  The requirement has not been otherwise altered.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR) and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


 


This is issued as a request for quotation (RFQ).  The RFQ form is attached.


 


(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53.  Referenced FAR clauses can be found at www.acquisition.gov .


 


(iv) This synopsis/solicitation is issued as unrestricted competitive solicitation under the NAICS code 562219.


 


(v) This RFQ is for the destruction of agricultural waste in the Alexandria Bay, NY area. 


 


(vi) Specific requirements are outlined in the attached RFQ (HSBP1012Q0014).  The result of this RFQ will be the establishment of a Blanket Purchase Agreement between the U.S. CBP agency and the service provider.


 


(vii) Services will be scheduled on a regular, monthly basis.  Occasionally, more than one service trip may be required during a month.


 


(viii) FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.


 


(ix) 52.212-2, Evaluation-Commercial Items is included.  The contract will be awarded to the vendor providing the lowest priced, technically acceptable proposal.


 


(x) Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with any offer.


 


(xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.


 


(xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this acquisition.  Additional clauses cited by that clause are applicable and can be found in the attached RFQ.


 


(xiii) All other terms and conditions can be found in the RFQ.


 


(xiv) No Defense Priorities and Allocations System (DPAS) rating has been assigned.


 


(xv) Offers are due at 12:00 PM ET, December 30, 2011.
