THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON BRIDGE CONTRACT TO DILIGENT CONSULTING, INC TO PROVIDE DoD INFORMATION ASSURANCE CERTIFICATION AND ACCREDITATION PROCESS (DIACAP) SUPPORT SERVICES FOR HEADQUARTERS AIR EDUCATION AND TRAINING COMMAND
The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA-Randolph, Texas 78150-4302, announces the intent to award a firm-fixed price bridge contract on a sole source basis to Diligent Consulting, Inc. under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for a 3-month base period and three 3-month options from 11 May 18 - 10 May 19, though the Government does not intend to use any time other than what is necessary to complete the current source selection process. The award will include FAR 52.217-8, Option to Extend Services clause to provide the flexibility needed to address any further delays to the source selection process should the need arise.
The anticipated award for a bridge contract to Diligent Consulting, Inc. requires contractor support to complete recurring and short notice requirements for Certification and Accreditation (C&A) under the Air Force implementation of DoD Information Assurance Certification and Accreditation Process (DIACAP), Assessment and Authorization (A&A) under the Air Force and AETC implementation of Risk Management Framework (RMF), and the Federal Information Security Management Act (FISMA). Support shall include, but is not limited to, small, medium and large DoD Information Systems (IS), Base Circuit Enclaves, Commercial off the Shelf (COTS), and Government off the Shelf (GOTS) application software.
The award of the follow-on requirement is in process. The bridge contract is necessary to continue the critical requirement and meet the AETC DIACAP/RMF mission until such time that the follow-on contract can be awarded.
This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 2:00 PM (Central Standard Time) on May 2, 2018.
