NOTICE OF INTENT TO SOLE SOURCE

The U.S. Food and Drug Administration (FDA), Office of Acquisitions & Grants Services (OAGS), intends to negotiate and award on a sole source basis to INFORMA BUSINESS INFORMATION, INC. (INFORMA), under the authority of FAR 6.302-1. INFORMA will host four (4) Regulatory Education for Industry (REdI) conferences and one webinar yearly. This service will be negotiated and awarded for a base period of performance with four (4) option periods of performance.
The advertisements for the conferences and seminars shall be conveyed via Pink Sheet and Scrip publications. The conferences will be held in the Months of April, May, September and November. The webinar will be held on a date TBD in 2018. The service is to support the FDA's Center for Drug Evaluation and Research (CDER) Small Business and Industry Assistance's (SBIA) Regulatory Education of Industry (REdI) in promoting the events.
The objective of this procurement is to maximize attendance at the events, both domestically and internationally. CDER SBIA's target audience is the global pharmaceutical industry. These events allow the FDA to interact directly with the pharmaceutical industry who can then express their concerns, questions and suggestions on FDA's regulatory procedures. This forum also creates a healthy environment in which pharma feels safe to discuss their ideas with the FDA experts. These interactions will also inform the future actions/decisions of the various programs which are represented by the presenters who are all subject matter experts within their fields. The feedback assists the CDER SBIA program in gauging the needs of the pharmaceutical industry and customizing our outreach activities (web information, educational modules, webinars, newsletter, etc.) to meet those needs.
Given the high readership of the Pink Sheet and Scrip publications, INFORMA, is uniquely positioned to provide news and information to the biopharma and medical device professionals, both domestically (Pink Sheet) and internationally (Scrip). No other organization in the industry can provide the global presence required to promote the Forum.
A determination that the proposed price is fair and reasonable will be made in accordance with FAR 13.106-3. Interested parties may identify in writing their interest and capability to respond. Responses must be received by no later than 4:30 PM, Eastern Time, Tuesday, June 6, 2017. If the FDA identifies no other capable sources by that day and time, a Firm-Fixed-Price Purchase Order will be issued to INFORMA BUSINESS INFORMATION, INC.
