About this opportunity
The Defense Logistics Agency (DLA) Maritime Norfolk at Norfolk Naval Shipyard is seeking to procure advanced ultrasonic testing (UT) specimen props through a Firm Fixed Price (FFP) single award contract. The solicitation covers 10 different Contract Line Items (CLINs) for specialized welding and piping props with predetermined weld discontinuities, designed to support ultrasonic inspection equipment testing. These props will be made from carbon steel and 70-30 CUNI materials, with varying dimensions and bevel designs to meet specific technical requirements. The procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation approach, focusing on vendors' ability to provide precise manufacturing drawings, material test reports, and specimens with specific flaw characteristics. Quotes are due by 3:00 PM EST on June 6, 2025, and must be submitted electronically to Monica Richardson with the solicitation number SPMYM125Q0106 in the email subject line.
The contract is designated as a total small business set-aside under NAICS code 332919 with a size standard of 750 employees, specifically targeting Other Metal Valve and Pipe Fitting Manufacturing businesses. The Product Service Code is 6635 for Physical Properties Testing and Inspection. Vendors must be registered in the System for Award Management (SAM) database and self-certify that they are not suspended or debarred from federal contracting. The anticipated delivery timeline is 6 weeks after contract award, with the place of performance located in Portsmouth, VA. The solicitation requires vendors to provide 5 units each for most CLINs, with one CLIN requiring only 2 units, totaling 47 specimen props across different configurations and materials. Potential offerors are expected to provide detailed manufacturing drawings, as-built CAD detailing, and material certifications to demonstrate their technical capabilities.
