About this opportunity

The Naval Sea Systems Command awarded a $130 million contract to Huntington Ingalls Incorporated to provide long lead time material, engineering and design activities in support of LHA 10, the fifth America Class general purpose amphibious assault ship replacement. Huntington Ingalls will perform the work at their Pascagoula, Mississippi facility under contract N00024-24-C-2467 awarded on November 17, 2023. The contract is for the third ship in the LHA(R) Flight 1 variant class of vessels.

The Naval Sea Systems Command (NAVSEA) has awarded a contract to Huntington Ingalls Incorporated (Ingalls Shipbuilding of Pascagoula, MS, 1000 Access Rd, Pascagoula, MS 39567-4485) for Long Lead Time Material (LLTM) and associated engineering and design activities in support of LHA 10, the fifth Amphibious Assault Ship (General Purpose) Replacement (LHA(R)) America Class and the third LHA(R) Flight 1 variant.

In accordance with 10 U.S.C. 2304(c)(1) as implemented in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), “Only one responsible source and no other supplies or services will satisfy agency requirements” wherein supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued production when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Agency’s requirements.

Per Defense Federal Acquisition Regulations Supplement (DFARS) and Procedures, Guidance, and Information (PGI) 206.301-1, the Contracting Officer performed market research by issuing a thirty day Request for Information (RFI) Sources Sought, from 15 December 2022 to 16 January 2023, on SAM.gov requesting a capability statement demonstrating the contractor's ability and facilities to perform the activities required for LHA 10.  Ingalls provided the sole response to this RFI with no other response.

In accordance with FAR 5.203(a), LHA 10 proposed LLTM, advanced prefabrication, and DD&C actions was synopsized on SAM.gov on 27 April 2023 with no responses received during the fifteen day notice period.  The synopsis is intended to function as a market survey for subcontracting opportunities.
