The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the development of an Acoustic Doppler Current Profiler (ADCP) Temporary Alteration (Tempalt) Technical Data Package (TDP) in support of tactical exercises.  The services provided by McLaughlin Research Corporation (MRC) will be to support NSWCCD with the installation of ADCP equipment on fleet assets as well as a temporary alteration (Tempalt) Technical Data Package.   The NAICS code is 541340 and the business size is 7.5 mil.


The proposed purchase order is being solicited on a sole-source basis to McLaughlin Research Corporation.  The proposed action is for services to provide the development of an Acoustic Doppler Current Profiler (ADCP) Temporary Alteration (Tempalt) Technical Data Package (TDP) in support of tactical exercises, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-2.  The basis for restricting competition is for the following reasons: McLaughlin Research Corporation developed the existing non-tactical Tempalt and gives them the requisite knowledge and expertise to achieve the strict deadline of 13 March 2017.  The NSWCCD intends to award a firm fixed-price purchase order to McLaughlin Research Corporation using Simplified Acquisition Procedures.       


Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 10 February 2017.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 02/10/2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
