Access Road Gates for Horse Mesa Dam
Presolicitation Notice
R16PS01103
This is a Presolicitation Notice for a construction requirement being posted in accordance with FAR 36.213-2.
The Bureau of Reclamation (Reclamation) has a requirement to add an access road gate at Horse Mesa Dam, Apache Junction, AZ.
(1) The principal features of work to be performed consists of:
-Furnishing and installing one electrically-operated, automatically-opened, 16'-8" wide chain-link rolling vehicle gate.
-Furnishing and installing one single-leaf chain-link swing pedestrian gate.
-Furnish materials for and construct vehicle gate foundation, including required embedded materials.
-Furnish Operations and Maintenance (O&M) information for all installed equipment.
-Construct Gate Access Island including conduit, anchors, and guard posts.
-Construct Fence between Vehicle Gate and riverbank at the Salt River.
-Construct remaining roadway/shoulder fences including between gates and from pedestrian gate to mountain side.
-Install Light Pole and Light, and related items, at the Gate Access Island.
-Construct remaining conduit banks in all areas not under concrete pads and.
-Install Distribution Panel and Security Cabinet.
-Install Access Reader Pedestal and appurtenances at the Gate Access Island.
-Perform all work, including furnishing, installing, and constructing the foregoing items, in accordance with description, standards, and materials requirements of Drawings, and with Specifications and the Statement of Work.
The magnitude of this construction project is estimated to be between $25,000.00 and $100,000.00.
(2) The work will be located at 11400 N. Forest Route 80, Apache Junction, AZ 85219, on the Horse Mesa Dam access road. This location is adjacent to the existing downstream boom line of demarcation of restricted waters below Horse Mesa Dam. The facility and associated lands, including the work site, are lands withdrawn by and reserved to the Bureau of Reclamation, and operated and maintained by the Salt River Project.
(3) The extent of the work will be described in the solicitation when it is posted, on or about July 20, 2016, under Solicitation Number R16PS01103. There will be no public bid opening, since competitive proposals will be evaluated in accordance with FAR 13.106-2 and FAR 15.101, Best Value Continuum. The contract period of performance is anticipated to begin on or about October 1, 2016, with an anticipated completion date of December 30, 2016. Any resultant award will constitute a firm fixed-price construction contract.
(4) The solicitation and any amendments to the solicitation will be available, without charge, through the Federal Business Opportunities (FBO) (www.fedbizopps.gov) website.
(5) Proposals are estimated to be due, on or about, August 11, 2016.
(6) This requirement will be 100 percent set aside for small business participation. The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction and the Small Business Size Standard is $36.5 Million.
(7) There will be no charge for solicitation documents.
(8) This notice is being publicized through the Governmentwide point of entry in accordance with FAR 5.204.
