The Food and Drug Administration (FDA) Library requires online access to Access Medicine, an online collection of medical McGraw-Hill reference works and resources. These are core reference works in clinical subject areas important to FDA reviewers and researchers. They are updated regularly to reflect the most recent advances medical research and provide ContinuingMedical Education (CME) credits. The online version of these works will provide access agency wide and eliminate the need to purchase multiple print copies.
Access Pharmacy is an online curricular resource for pharmacy education. It allows access to a select a core curriculum topic, browse by organ system, review textbooks, or search across over 20 pharmacy and medical online references. It includes functional calculators, lab test information, and an integrated drug database.

Institutional online full-text and graphics licenses for all texts are exclusively through Access Medicine or Access Pharmacy:
Access Medicine:
Harrison's Principles of Internal Medicine, Goodman & Gilman's The Pharmacological Basis of Therapeutics, Williams Obstetrics, Williams Gynecology, Adams & Victor's Principles of Neurology, Fitzpatrick's Dermatology in General Medicine, Basic& Clinical Pharmacology, Pocket Guide to Diagnostic Tests, Current Diagnosis & Treatment, Tintinalli's EmergencyMedicine, Basic & Clinical Biostatistics, Ganong's

6. Description of Efforts Made to Ensure Offers Are Solicited from As Many Potential
Sources As Practicable.
A notice of intent to award a sole source with McGraw Hill was posted to Federal Business Opportunities on November 24, 2014. There were no inquiries from interested parties.

8. Description of the Market Survey Conducted and the Results, or Statement of the
Reasons a Market Survey was not conducted.
The Contract Specialist conducted market research for Access Medicine / Access
Pharmacy and the textbooks as follows:
1) A Google search to find licensed vendors selling the textbooks in either hard- copy or digital format.
2) Identifying the publisher of the textbooks under the idea that a textbook not published byMcGraw-Hill may be available through other sources or that the publisher would offer online access through their own portal or licenses use through other portals.
3) Contacting personnel at the FDA Library to ask if they knew of additional sources or potential sources for the textbooks.
4) An FBO search for references to Access Medicine and Access Pharmacy.
5) A search for other major online compendiums of medical and scientific textbooks.
6) Search of GSA Advantage! and NASA SEWP!
7) Contacting the vendor.

The results of the market research did show that this product is no longer sold on a GSA schedule or through any other federal procurement vehicles, and that textbooks are available in hard-copy book format from many sources. However, the FDA Library explicitly requires online access - not physical textbooks. The only source that provides online access to all the required information is from McGraw-Hill.
9. Other Relevant Facts Supporting the Proposed Noncompetitive Acquisition. Attached to this JOFOC is a statement from McGraw-Hill stating that McGraw-Hill "does not currently participate with any government procurement vehicles for Access Medicine and Access Pharmacy" and that "McGraw-Hill is the sole source provider of the products...and does not utilize any resellers."
10. Sources that have Expressed Interest in the Acquisition inWriting.
No other sources have expressed interest in this requirement.
11. Statement of Actions, if any, to Remove or Overcome Barrier to Competition Before any Subsequent Acquisition for the Supplies or Services.
The FDA will continue to monitor the marketplace for alternative sources for the required information that could provide competition for this requirement.
12. Provide a statement that indicates that the use of the Justification for procuring this supply or service is not a result of a lack of planning or the expiration of funds.
The use of the justification for procuring of these services is not a result of lack of planning or the expiration of funds.
