The Department of Homeland Security, Customs and Border Protection intends to contract with Arrowhead Scientific, Inc., to procure an A-FS-1-FS Full Spectrum Imaging System (FSIS) for analyzing samples submitted for latent print development and examination.  The latent print unit processes and examines latent prints on a variety of surfaces that require photography under special conditions and with different wavelengths of light. There is a need for a full spectrum imaging system capable capturing images using a multitude of frequencies as well as on a variety of surfaces such as curved or reflective.  Market research has determined that the CrimeCam Lab FSIS from Arrowhead Forensics is the only Full Spectrum Imaging System Camera that meets our requirements.



Some unique features of the A-FS-1-FS FSIS are: 


Integration:  Custom designed curved, textured, and 3D image capturing software



Latentmaster:
  Custom designed post photography image enhancement software



Foot Pedal Switch:
  Custom algorithm, software integrated foot pedal switch for hands free processing



Hydraulic Arm Mount:
  Custom built for the FSIS camera



4k Resolution Display:
 Fully integrated with the FSIS camera



Complete Color Capturing:
Complete color in the visible spectrum



Sole Source Justification:  This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is July 30, 2017. 



Please note that this is not a request for competitive
proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. 

The Government will not be responsible for any costs incurred in the preparation of responses to this announcement.  Deadline date for submissions is Friday, July 21, 2017 at 4:30 pm ET.



No award will be made on the basis of any proposal or other information received in response to this notice; as this is a notification of intent to acquire supplies/services and not a request for proposals. 
This is the only notice that will be issued for these goods/services.


A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
