This Special Notice announces the Department of Veterans Affairs' intent to sole source an upgrade to two ComboLab systems to TrillaMed, a Service-Disabled Veteran Owned Small Business. The Department of Veterans Affairs Louis Stokes Cleveland Medical Center requires upgrading the two existing ComboLabs, which combine electrophysiology and hemodynamics recording in a single system.

The Special Notice provides contractors until March 18, 2022 to identify their capability to meet the requirement of upgrading the two ComboLab systems. The upgrades are set aside for TrillaMed as a Service-Disabled Veteran Owned Small Business. However, the Department of Veterans Affairs maintains sole discretion in determining whether to open the requirement to full and open competition. NOTICE OF INTENT TO SOLE SOURCE

ComboLab Upgrade

The Department of Veterans Affairs, Louis Stokes Cleveland Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority VAAR 819.7007, Sole source awards to Service-disabled Veteran-owned small business concerns. The NAICS code is 334510 with a small business size standard of 1,250. The VA intends to solicit and negotiate with one of TrillaMed, a Service-Disabled Veteran Owned Business (SDVOSB), 30100 Telegraph Road, Suite 366, Bingham Farm, MI 48025,

There currently are two (2) ComboLab in the facility, in which need to be compatible with each other. The ComboLab combines electrophysiology and hemodynamics in one recording system.

Other persons may identify their interest and capability to respond to this requirement by Friday, March 18, 2022 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
