16. Description: This requirement is for one, clean, approved, U.S. or foreign flag, double-hull tanker, with Segregated Ballast Tanks (SBTs), capable of carrying a minimum of 400,000 bbls of clean petroleum products (intentions JP5, F76, and/or JA1) within the vessel's natural segregation in designated cargo tanks with double-valve isolation.

The place/range of delivery is the Western Pacific Ocean, Range and Port in CHOP (Intentions Yokohama, Japan), and the place/range of redelivery is the Western Pacific Ocean, Range and Port in CHOP (Intentions Yokohama, Japan). The laydays commence 19 November and cancel 21 November 2019, and the period of performance will be about 90 days.
18. Set-aside Status: N/A. The decision to release this solicitation as "Unrestricted" is based on all work being done outside the United States and its outlying areas. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. MSC's Deputy Associate Director of Small Business has concurred with this decision.
