The contract will require providing six meals over three days, gender-separated billeting for 168 participants, and supporting various training activities including rappelling, rock climbing, zip-line, and leadership development exercises. Contractors must maintain 98% infrastructure uptime, serve meals on time 95% of the time, and ensure training equipment reliability at 96%. While no specific award value is mentioned, the solicitation indicates that contracts above the Simplified Acquisition Threshold will be subject to specific small business subcontracting regulations, with potential penalties of up to $500,000 for non-compliance.

Small business contractors awarded contracts above the SAT are required to comply with Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting when utilizing subcontractors. The penalty for non-compliance is the greater of (A) $500K or (B) the dollar amount expended, in excess of permitted levels.
