Amendment 0002 is issued to answer the following question. There is no change to the due date and time for quotes.

Question: We took a look at the site yesterday and noticed quite a few very large juniper trees. The SOW states that there are isolated trees 14-20" but they are pretty frequent in the work area and there are some trees even larger than 20" DBH present. Do these large, old growth trees also need to be treated or can they be left?

Answer: The goal is to take as many of the trees as possible within the project area. We do recognize that most heads on equipment are only rated up to 18" DBH. Where there is a road or powerline present, we do want ALL trees taken, regardless of how large they are. This provides a much better fuel break for fire personnel in the event of a wildfire. However, where there are no WUI concerns present (ie, roads, powerlines, well pads, et cetera), we usually tell contractors they are fine to leave trees 18" DBH and greater.

Question 1: I see it says phase 2. I was wondering is the phase one project still going on? Or is it completed?

Answer 1: Phase I was completed in December 2021.

Question 2: I see it says start date 9/1/2022. If contractor is awarded is that the guarantee start date or as long as the project is done before the end date of the period of performance 3/14/2023?

Answer 2: The period of performance will be from the date of award to 11/30/22. We estimate the POP start date will be 9/1/22.

The alternative POP dates in the SOW would only have been used if the Palmer Drought Severity Index had been Severe, Extreme or Exceptional on July 1st but it was not.

The 11/30/22 POP end date ensures that we miss the harshest weather of the season by avoiding working in the December-March time frame and also helps us avoid wildlife timing limitations

The Bureau of Land Management, Colorado, has a requirement to cut and shred (general masticate) pinyon and juniper trees with a contractor furnished machine (e.g. Hydro-Ax, Fecon Bull Hog), 957 acres. The location is approximately 25 miles southwest of Meeker, Colorado.

Details are included in the Statement of Work, 2 maps, and the Wage Determination attached to this RFQ. A KMZ location file is also available but the format is not compatible with SAM, you can request the file by emailing the Contract Specialist at lstjohn@blm.gov.

No site visit is scheduled but contractors may visit the site on their own.

This solicitation is being issued as a total small business set-aside. The NAICS associated with this solicitation is 115310 Support Activities for Forestry, Fuels Management, which has a small business size standard of $20.5M.

Award will be made on a Lowest Priced Technically Acceptable basis. See provision 52.212-2 `Evaluation' for details of what should be included with your quote.

Quotes shall be submitted via email to lstjohn@blm.gov by no later than Tuesday August 23, 2022 at 4:00 pm MDT. All quotes received will be acknowledged by a return email. Please include the RFQ number (140L3722Q0085) in the subject line of the email to ensure your quote is properly identified.
