About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants has issued a Special Notice announcing its intent to award a purchase order to Gempa GmbH in Potsdam, Germany for licenses of SQLX seismic data analysis software. The notice is specifically related to acquiring software for time series seismic analysis and probability density function database capabilities for the ANSS Southern California Seismic Network. The procurement will be conducted under Federal Acquisition Regulation (FAR) procedures for commercial items and simplified acquisition methods. USGS has determined that Gempa GmbH is the sole source capable of updating the legacy PQLX code due to the unique nature of the data and the original developers' specific knowledge. The notice falls under the North American Industry Classification System (NAICS) code 513210 for Software Publishers, with a size standard of $47 million.

The primary objective of this Special Notice is to replace the existing legacy PASSCAL Quick Look Extended (PQLX) program with a modern software package for analyzing seismic station background noise characteristics. Contractors interested in submitting a capability statement must do so exclusively via electronic mail to thuot@usgs.gov by December 16, 2024, at 5:00 PM Pacific Standard Time. Hard copy submissions and responses through the SAM.gov portal will not be accepted. While the notice is not a competitive quote request, all responsible parties may submit capability statements for potential consideration. The software requirements include developing a comprehensive solution with capabilities such as computing power spectral density, creating probability density functions, providing a graphical user interface, and supporting multiple data formats and platforms. The contract will also require multi-year maintenance, support services, installation, and training to be conducted in Pasadena, California.
