The Department of Veteran Affairs (VA) Network Contracting Office 8 intends to award a sole source firm-fixed price contract for Special Protein Analyzer testing to: The Binding Site 6730 Mesa Ridge Rd San Diego, CA 92121. The North American Industry Classification System code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing.

Purpose and Objectives:
The Malcom Randall VA Medical Center has a unique requirement for protein testing instrumentation and have the capability of performing and reporting the clinical parameters. This solution shall include cost of equipment (lease) including special protein analyzer system, uninterruptable power supply 7 (UPS and Printer), test kits, controls, and consumables necessary for FDA- approved testing. All maintenance, equipment service and training. Data innovations for the life of the contract to include operational hardware and software upgrades, user training with complete service support.
This notice of intent is NOT a request for competitive quotes. However, interested concerns may submit clear and convincing evidence that competition of this requirement would be advantageous to the Government. via e-mail to Scott Brickey, Contract Officer, scott.brickey@va.gov no later than 4:30 PM ET on August 25, 2023. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. The Government will not pay for any information submitted from this notice. This notice of intent shall Not be construed as an obligation on the part of the Government to acquire any products or services. The anticipated award date is October 1, 2023.
A justification for other than full and open competition is prepared in support of this acquisition.
