This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2023-02 (February 14, 2023).
This solicitation is for a firm fixed price: Total Set-aside Service-Disabled Veteran Owned Small Business (SDVOSB), So-Low, brand name or equal refrigerators and freezers for the Pathology & Laboratory Medicine Service. The award will be to a single offeror (all-or-none/group basis).

STATEMENT OF WORK
The Cincinnati VA Medical Center is requesting a brand name or equal So-Low refrigerators and freezers. The units are essential to maintain temperature, quality, and integrity of reagents and samples. The desired refrigerators and freezers shall be of a quality meeting or exceeding current recognized Laboratory Accreditation standards as established by The Joint Commission and College of American Pathologist.
All units should have an alert system to warn staff when the temperatures are out of range.
Please provide details of Warranty Terms and Conditions.
Delivery: Delivery shall be provided FOB Destination to Room C230 within 60 days after receipt of order (ARO). All units purchased must fit through a doorway measuring 34 x 82 .
Hematology Section:
1 Triple door refrigeration unit: Approximately 75 cubic feet with the exterior dimensions of 75 x 32 x 81 Temperature Range: 2°C to 8°C
Electrical Specifications: 15 Volts 60 Hertz 1 phase.
Control Specifications: Temperature control with digital display, audible high/low alarm.
General Specifications: Glass door, mechanism to lock doors on unit, 4 locking Casters, Minimum two-year Warranty of parts and labor.
Toxicology section:
1 Double door refrigeration unit: Approximately 49 cubic with the exterior dimensions of 52 x 32 x 81 . Temperature range: 2°C to 8°C.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
The award will be made to the response most advantageous and the BEST VALUE to the Government. Responses should contain your best terms, conditions.
Quoters shall list exception(s) and rationale for the exception(s), if any.
Submission of your response shall be received not later than 12:00 PM EST ON APRIL 22, 2024, along with your Certificate of Compliance for Supplies and Products in accordance with VAAR 852.2119-76, to be considered for evaluation.
