Acquisition Plan Action ID: 36C250-23-AP-3439
Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office in Kettering, Ohio has been requested by the John D. Dingell VAMC, Detroit, MI to procure a system upgrade Spacelabs Cerner Integration.
2237# 553-23-3-063-0196
Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This request is to purchase a system upgrade from Spacelabs Healthcare.
Estimated Cost:
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Spacelabs Healthcare software package update and installation is a critical requirement for the CERNER implementation. The Spacelabs clinical monitors are installed throughout the medical center, and they must maintain compatibility with the new documentation system. Spacelabs Healthcare is the only vendor that can provide this package and provide the installation for this product.
Description of market research conducted and results or statement why it was not conducted:
VetCert/DSBS all were searched using NAICS Code 541519; VetCert provided 3,329 vendors that could potentially provide this equipment/supplies. However, using the same NAICS Code and adding the key words Spacelabs in DSBS, no SDVOSB/VOSB vendors were identified and able to provide the requested items. Per the OEM, Spacelabs Healthcare, is the only vendor that can provide the product and installation for this upgrade. The VA Rule of Two cannot be met with this procurement. Solicitation should be placed in Contract Opportunities, as an unrestricted RFQ on the open market, BRAND NAME ONLY. This will likely be awarded to the OEM, a large business vendor, Spacelabs Healthcare.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
