About this opportunity
This Special Notice from the Department of Veterans Affairs announces intent to solicit and award a sole source contract for the rental and maintenance of gastrointestinal endoscopes. The purpose of the Special Notice is to continue renting and maintaining gastrointestinal endoscopes from Olympus America Inc. on a sole source basis. Interested parties must submit detailed technical documentation by November 17, 2020 to the contracting officer to be considered for award, though award remains at the agency's discretion. Only Olympus America Inc. is considered eligible as the current scopes' proprietary nature requires their maintenance and repairs. The Special Notice provides oversight for the agency to continue its endoscopy program by retaining the current equipment to reduce costs and training needs associated with replacing the scopes.

This is a notice of intent to solicit and award a sole source contract under the authority of FAR 13.106-1(b)(2), only one source being available to meet the Government s needs. The contract will be for a one (1) year base period, and four (4) one (1) year ordering periods.
The Department of Veterans Affairs intends to solicit and award a sole source contract for the rental and maintenance of Gastrointestinal endoscopes to Olympus America Inc, 3500 Corporate Parkway, Center Valley, PA 18034. There are no other source of supply/service that will satisfy agency requirements. The Olympus scopes are already being leased and maintained at the VA Central California Health Care System, 2615 E Clinton Ave, Fresno, CA 93703. Remaining with Olympus scopes will eliminate the need for additional equipment, will reduce training requirements and allows the use of existing reprocessing equipment with no additional purchase of cleaning equipment or attachments. In addition, Olympus America Inc. is the only source that can perform repairs/maintenance to the scopes due to the proprietary nature of this equipment, no other company was found that has authorized third-party service providers.

No formal solicitation package will be issued. This notice of intent is not a request for competitive quotes.
However, prospective contractors who believe they can successfully quote must provide specific detailed technical documentation to support such claims of abilities. The Government will review any submittals received in response to this notice prior to 3:30 pm Pacific Standard Time on November 17, 2020. All documentation must be submitted via email. The Government will not be responsible for any costs incurred in the preparation of responses to this announcement. This is the only notice that will be issued for these items. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
