The following information is changed:



The Medical Center now intends to issue an Invitation for Bid (IFB) using the Two-Step Sealed Bid method instead of a Request for Proposal using the Design-Build method for the "Steam Pipe Replacement II" project on or about the week of May 14, 2015, unless additional notice is given or this notice is modified, the full solicitation will be posted on FedBizopps (www.fbo.gov).

The IFB will be solicited and evaluated using the Two-Step Sealed Bid process requirements of FAR 14.501

This is a pre-solicitation notice synopsizing an upcoming Two-Step Sealed Bid IFB to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Specialist will not be able to answer any questions pertaining to this notice until a RFP is issued. Questions resulting from the solicitation and pre-bid investigation will only be answered if received by Request for Information (RFI). It is the responsibility of the bidder to monitor and download amendments from fedbizopps which may be issued to this solicitation.

The bidder shall utilize the VA Master Specifications found at www.cfm.va.gov/til/spec.asp. Other codes and standards are current editions of NFPA, OSHA, NSF and IBC.

The scope of work for this project includes but not limited to, all required excavation, demolition, and installation of materials and equipment, including but not limited to the Design Build - Steam Pipe Replacement II project area.

The following information remains unchanged and as it was in the original pre-solicitation notice:

Period of Performance: 150 calendar days after notice to proceed.

This solicitation is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). To be considered for an award, Offer must be SDVOSB CVE certified and visible in VIP (VAAR804.1102) at the time of proposal submission and award, registered in the www.sam.gov and provide vets-100 (DOL) at http://www.dol.gov/vets/programs/fcp/mail.htm). A bidder's mailing list will not be maintained, interested bidders should register in the interested vendors section of this notice. Offeror must be able to provide Safety or Environmental Violations and Experience Modification Rate prior to award of a Construction Contract, must have at a minimum certification of not more than three (3) serious, or one (1) repeat or one (1) willful OSHA or EPA violation(s) in the past three years, and a current Experience Modification Rate (EMR) equal to or less than 1.0. Details on obtaining and submitting this information will be in the solicitation package.

Do not contact the Contracting Office for General Contractor Information or potential bidders.

There will be a pre-bid site investigation held for this project and all prospective bidders are encouraged to attend. Details of the pre-bid site investigation will be located in the solicitation package.

Applicable NAICS: 236220 Size Standard: $33.5M. Project magnitude is between $100,000 and $250,000.
