This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08 (effective 10/28/2022).

Requirement:
The Clement J Zablocki. VAMC, Facility Management, located at 5000 West National Ave., Milwaukee, WI 53295-1000 is seeking to purchase Liebert PDX Water / Glycol System (BRAND NAME ONLY).
The Government intends to award a firm fixed-price purchase order to the quoter offering the lowest priced technically acceptable quote. Contractor shall provide all labor, material, tools, equipment, technical/maintenance manuals, training, delivery, and accessories necessary to furnish the equipment defined herein. The Liebert PDX is a precision cooling unit located along the perimeter of heat generating IT equipment racks. It can perform all the necessary functions of a precision air conditioner including cooling, humidification, dehumidification, air filtration, and condensate management. The contractor shall comply with the mandatory and advisory criteria of the following documents and standards (latest edition):
1. All applicable VHA Design Guides.
2. All applicable VHA Master Construction Specifications.
3. All applicable State, National Codes and Regulations.
4. Applicable State of Wisconsin, and National environmental requirements.
5. National Electrical Code (ANSI/NFPA70).
6. Occupational Safety and Health Administration (OSHA) applicable regulations.

Prior work commencement, the Contractor shall submit and have approved any required copies of layout drawings, shop drawings, material submittals and specific technical information for review and acceptance. The contractor shall provide submittals for the Government s acceptance as listed, which includes but may not be limited to the following:
1. CRAC Unit
Contractor shall provide all labor, material, tools, equipment, operating and/or Technical/maintenance manuals, training (remove reference to training if not included), delivery, and accessories necessary to furnish the replacement of the 3rd floor Building 111 IT CRAC Unit. All equipment shall be delivered F.O.B. Destination to the Attention of Adam Kreger - 414-384-2000 x44773, Facility Management, Zablocki VA Medical Center.

The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Award will be based upon lowest priced technically acceptable quote in accordance with the Simplified Acquisition Procedures of FAR 13. Responses should contain your best terms, conditions.
To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
