COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation ("synopsitation" hereafter), which is expected to result in award of a Firm Fixed Price (FFP) contract for a commercial item, i.e. Four (4) Each Smoke Point Test Systems as described under the attachment titled "Statement of Work." The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. Please note a general statement that a proposal will conform to the minimum requirements in the Statement of Work will receive a rating of not technically acceptable; proposals must demonstrate how minimum requirements in the statement of work will be met, including a cost breakdown of each requirement.

This acquisition will be competed utilizing Full and Open Competition under North American Industry Classification (NAICS) Code 334516: Analytical Laboratory Instrument Manufacturing.

Synopsitation Closing Date: Proposals shall be received not later than 10:00 am, Eastern Time on 22 June 2018.
