THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01, dated January 22, 2019.
The associated North American Industrial Classification System (NAICS) code for this requirement is 333249 - Other Industrial Machinery Manufacturing with a small business size standard of 500 employees.
THIS ACQUISITION IS BEING COMPETED AS FULL AND OPEN COMPETITION.
The Wildland-Urban Interface (WUI) Fire Group within the Fire Research Division, as part of the NIST Engineering Laboratory, requires a special functional 3D printer that will print high performance engineering thermoplastics such as Polyether ether ketone (PEEK), or equivalent ULTEMTM Polyether imide (PEI) filament. The 3D printer will be used to design and fabricate parts that are lightweight, have a high tensile strength, are non-combustible and non-heat generating for the deployment version of the Ember Exposure Characterization in WUI Fires project, or Emberometer, that will be exposed to high temperature environments. The 3D printer must include high temperature supported parts that have exceptional mechanical, thermal, and chemical resistance, while maintaining other attributes (minimum weight, fire resistance), as described in the Schedule of Required Items below.
Schedule of Required Items
The contractor shall provide the items described in the following Contract Line Item Numbers (CLINs). The minimal technical requirements are listed below:
CLIN 0001 1-3D Printer with High Performance Engineering Thermoplastics
to include PEEK and ULTEM PEI filaments, that meets the following minimum technical specifications
Quantity: 1
• Support high performance engineering thermoplastics including PEEK or equivalent ULTEMTM PEI filament / ready to use without additional items needing to be purchased, other than the filament itself.
• The build volume printable area must be a minimum of (220mm x 220mm x 220mm).
• High temperature nozzle, also known as the "Extruder temperature," must maintain a minimum temperature of (430˚C / 806˚F).
• The Platform or "Bed" must be heated and maintain a minimum temperature of (150˚C / 302˚F).
• Printing area must be enclosed and insulated to maintain a minimum stability temperature of (85˚C / 185˚F).
• Layer thickness must be between (0.03mm - 0.55mm).
• Maintain a position accuracy of the following: (x and y axis:.
