16. Description: This requirement is for one, U.S. or foreign flag, self-sustaining vessel capable of carrying a minimum of 46,073 square feet (2,900 short tons) of military cargo (helicopters, wheeled vehicles, tracked vehicles, and breakbulk), including 30 TEUs while satisfying all applicable regulatory HAZMAT compatibility and segregation requirements. Vessel shall have a minimum laden speed of 13 knots.
