(i) This is a Combined Synopsis/Solicitation RFQ for Brand Name Bobcat Skid-Steer S850 Loader and Toolcat 5610 as prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price; FSS Purchase Oder is anticipated.

The solicitation number is 36C24421Q1138 and is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05 dated 03/10/2021.

This solicitation is set aside 100% SDVOSB Service-Disabled Veteran Owned Business and the associated NAICS code 333120 Construction Machinery Manufacturer has a small business size standard of 1,000 employees.

Statement of Need and Salient Characteristics

Statement of Work for Bobcat Skid-Steer S850 Loader and Toolcat 5610 (Brand Name Only)

Background: This is a brand name purchase for (1) S850 T4 Bobcat Skid-Steer loader and (1) Toolcat 5610 to be used by staff in daily operations to assist in the upkeep and maintenance of the 25+ acre grounds and buildings. This equipment will support activities of the Maintenance & Operations and Grounds Department year-round to include snow removal, loading salt into spreaders, and brooming & removing snow from walkways and edges of parking areas. This equipment will also serve a major role in grounds maintenance for landscaping, tree & stump removal, small project support, assist in moving mobile barriers and assisting ancillary duties with multiple attachment capability.

Detailed Description: This equipment is uniquely specified with inclusive options such as safety features but primarily have specific salient characteristics that only can be used interchangeably with our existing Bobcat attachments. The Bobcat brand also provides extra comforts to specifically facilitate safe extended use during winter months with a heated cab, two speed travel, broom sweeping ability, snow thrower attachment & hydraulic bucket positioning for more efficient operations during loading salt. This equipment outperformed competitors by wide margins and will provide the advantage to be more efficient with the capability to be more productive.

Grey Market Items-

Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufacturers or gray market items will be acceptable.

Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.

The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
