The purpose of this amendment is to update the Statement of Work, provide answers to multiple questions regarding the RFQ and Site Visit(s), and extend the RFQ closing date. The questions and their corresponding answers are listed below. Questions 1-4 were answered in the previous amendment.
Question 5. How long has the spare mixer been sitting idle?
Answer 5: Mixer 53371 has been sitting in its current location approximately 25 years.
Question 6: Mixing blades - Can the vendor propose to replace 2 blades rather than one?
Answer 6: Please propose one per the RFQ.
Question 7: Will the Government provide the mixing bowl measurements?
Answer 7: No. The mixing bowl will be shipped with mixer 53371 for refurbishment of the mixer, the contractor can measure the bowl when it's in the contractors hands.
Question 8: What are the dimensions of the Mixing Facility's doors?
Answer 8: The large double doors are 11' 10" X 11' 10"
Question 9: Does the Government require a specific color scheme for the refurbished mixer?
Answer 9: Solvent resistant, high gloss, battleship gray.

Four questions regarding the RFQ have been received as of 7/31/2017. The four questions and their corresponding answers are listed below:
Question 1: SOW 3.1 -- Will the contractor be responsible to move the equipment or will the Government?
Answer 1: The contractor will be responsible for all disassembly, moving, and reassembly of the units identified in the contract.
Question 2: SOW 3.2.1.1.1 and 3.2.1.1.3 -- Do these contradict? Please clarify if this is a new stand or the old stand?
Answer 2: The frame/stand will be replaced in its entirety with a new quad lift frame/stand. This is a new stand.
Question 3: SOW 3.2.6 -- Is China Lake requesting a set of new blades or will they keep the old set? If China Lake chooses the new blades, will China Lake request a new bowl to obtain the tolerances requested in the spec?
Answer 3: The contract option discussed in this portion of the Statement of Work, is for the Navy to replace one of the blades, not both. The replacement would be to change the blade clearances, not to restore them to spec.
Question 4: SOW 3.5.2 -- Why would China Lake want copies of old manuals if they are reworking the mixer?
Answer 4: Manuals shall be provided for the equipment as refurbished/delivered/installed per 3.5.2.

This requirement is inteded to be procured using full and open competition procedures in accordance with FAR 6.102(b).
Final delivery and installation shall be F.O.B. Destination China Lake, CA.
All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/.
