Army Contracting Command - Rock Island (ACC-RI) has a requirement for the M14 Brass Cartridge Case, NSN: 1315-00-824-4503, P/N: 7548409.
The associated North American Industry Classification Systems Codes (NAICS) is 332993.
This requirement is restricted to the National Technology and Industrial Base (NTIB) (United States and Canada) under 10 USC 2304 (c)(3). The USG will evaluate offeror(s) proposals using a Three Phased Lowest Priced Technically Acceptable (LPTA) approach in accordance with FAR 15.101-2.
The Three Phases will consist of the following:
Phase I- Feasibility Assessment
Phase II- Manufacturing Readiness Level Assessment (MRL)
Phase III- Price Evaluation
In Phases I and II offeror(s) will be rated either acceptable or unacceptable based on evaluation criteria outlined in the forthcoming solicitation. Offeror(s) rated acceptable in Phase I will continue to Phase II for evaluation. Offeror(s) determined acceptable in Phase II will have their prices evaluated in Phase III. Any offeror determined unacceptable in Phase I or II will not continue to have its proposal evaluated in Phase III.
It is the intent of the USG to award to one or more offeror(s). Offeror(s) receiving an award will be awarded a Firm-Fixed Price 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. Future requirements will be competed amongst the offeror(s) receiving an award for the guaranteed minimum and may be based on price, delivery schedule, technical and/or past performance. The USG reserves the right to split requirements among awardees for the item. The guaranteed minimum for all contract awardees shall be a Delivery Order for a Process Map.
The Technical Data Package (TDP) for the M14 Brass Cartridge Case is Distribution Statement C. All interested parties located in the NTIB will be required to submit a certified DD2345 in accordance with DOD Directive 5230.25 and a Non-Disclosure Agreement to obtain a copy of the Distribution Statement C TDP. Instructions for completing the DD2345 can be found at http://www.dlis.dla.mil/jcp under documents. Restricted technical data will not be forwarded to a contractor who has not been certified. All interested parties located in the NTIB shall submit a request via email to the contract specialist identified in this synopsis to obtain a copy of the TDP. Note that the TDP will not be released until after the Request for Proposal (RFP) is released. The estimated issue date of the RFP is in the March 2011 timeframe.
The maximum quantity for the entire contract period is
948,718 each for the M14 Brass Cartridge Case.
First Article Test Samples (FAT) will be required for delivery order quantity requirements.
Delivery will be FOB Destination to Load, Assemble and Pack (LAP) location determined at time of delivery order placement.
This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102, therefore hardcopies will not be provided. NOTE: It is advised that vendors periodically access the above listed websites to obtain any amendments that may have been issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for closing of the solicitation may render your proposal nonresponsive and result in the rejection of it.
All contractors who provide goods/services to the Department of Defense (DOD) must be registered in the Central Contractors Register (CCR) http://www/ccr.gov/. An amendment to the sources sought for solicitation W52P1J-10-R-0040 is being issued by the U. S. Government (USG) to update its market research due to the amount of time that has passed since the original sources sought was posted. If you submitted information in response to the original sources sought, please reconfirm your interest and/or provide any revised information for the USG consideration. A firm fixed price, five year Indefinite Delivery Indefinite Quantity (IDIQ) is anticipated. The USG anticipates evaluating and selecting the awardee(s) of the anticipated contract for this requirement based on Lowest Priced Technically Acceptable (LPTA) criteria.
The potential sources should be capable of supplying the 105mm Case, Cartridge, M14, NSN: 1315-00-824-4503, P/N: 7548409. Respondents must demonstrate that they have the capability to deep draw the brass cases, perform the annealing operation, machine/taper, and inspect the cartridge cases per the applicable technical data package (TDP). Interested companies that have the necessary capabilities should respond by providing the following information: 1. Summary of Technical Capabilities; 2. Description of Facilities, Personnel, and Manufacturing Capabilities and Experiences and how they directly relate to the planned procurement; 3. Estimated Minimum and Maximum Monthly Production Capacities; and 4. Respondents shall state if they have made this item or similar items in the past. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria.
A TDP is not available in support of this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date. Responses to this survey shall be submitted electronically within 15 calendar days from the date of this publication to HQ, Army Contracting Command Rock Island Contracting Center, ATTN: Matthew Kopel, Contract Specialist, at matthew.kopel@us.army.mil. The Rock Island Contracting Center (RICC) is conducting a Sources Sought/Market Survey for potential sources for the 105mm Case, Cartridge, M14, NSN: 1315-00-824-4503, P/N: 7548409 and the 105mm Case, Cartridge, M14B1, NSN: 1315-00-077-2129, P/N: 7548025. Estimated minimum quantity is 20,000 each.
Respondents must demonstrate that they have the capability to deep draw the brass or steel cases, perform the annealing operation, machine/taper, and inspect the cartridge cases per the applicable technical data package (TDP). Interested companies that have the necessary capabilities should respond by providing the following information: 1. Summary of Technical Capabilities; 2. Description of Facilities, Personnel, and Manufacturing Capabilities and Experiences and how they directly relate to the planned procurement; 3. Estimated Minimum and Maximum Monthly Production Capacities; and 4. Respondents shall state if they have made this item or similar items in the past.
