Added: Jun 17, 2017 2:58 pm NAVSUP FLC Norfolk Philadelphia Office Contracting Department, on behalf of the U.S Naval Observatory - Astronomy Department intends to acquire:



One (1) new, automated, complete 1-meter class telescope system including optics, tube assembly, mount and controls to be operated at the Cerro Tololo Interamerican Observatory (CTIO) in Chile for research in astronomy, including capability to track near Earth objects in space.



The specific tasks to be performed include the construction, testing, delivery, installation and startup of a complete 1-meter telescope with the following requirements:



- aperture of 0.95 meter or larger

- focal length 5 to 7 meter (i.e. near f/6 system)

- flat field of view = 0.8 degree diameter or larger

- 2-bandpass system with option to quickly (minutes or less) switch between optical (400 to 800 nm) focus and near-IR (1100 to 2400 nm) focus

- central obstruction (by diameter) less than 50%

- RMS image spot size less than 10 micrometer over entire field

- fully baffled optical system against sky background and internal reflections

- including mirror cover (computer controlled)

- Alt-AZ mount with image rotators for accurate tracking of several minutes exposures

- option for fast tracking (up to few degrees per second) to be able to follow near Earth objects and satellites

- light weight, low thermal expansion and stiff construction for astronomical imaging

- including encoders, electronics and control system with interface option to Linux computer for automated operation

- blind pointing accuracy 10 arcsec or less

- entire instrument need to fit inside 5-meter dome (16 feet)

- including equipment for easy removal of primary mirror for coating



it is the Governments intent to process this procurement as a 100% small business set-aside and ultimately issue a firm fixed price contract in accordance with FAR 13.5 (Test Program for Certain Commercial Items).





Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 30 June 2017. All responsible sources may submit a quotation, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The closing date for receipt of offers will be set forth in the RFQ. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency.

Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/protal/public/SAM/.
