Section B: Description of the Supplies/Services Required has a requirement for a collaborative software to engage all human resource organizations across the command.

Section C: Justification for Soliciting from a Single Source or Brand Name

FAR 13.106-1(b)(1)(i) applies: The contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

This sole source acquisition is for Zoom, a cloud-based video conferencing service used by over half of Fortune-500 companies.

Zoom allows users to virtually meet with others via video, audio, and web-cam. The unique service is capable of recording conferences, screen sharing, and allowing attendees to communicate seamlessly across varying locations.

Carahsoft Technology Corporation is the publisher, copyright holder, and sole source North American provider of technical support and sales of Zoom software. Market research shows that Carahsoft is the only source that can provide maintenance and system patches to the current licenses of Zoom.

Should the Government not authorize this sole source request, the government risks jeopardizing necessary support of currently utilized Zoom software, technical compatibility, and efficient organizational communication.

Section D: Efforts to Obtain Competition

Market research for this requirement began in March 2020 as a response to the COVID-19 stop movement order and state physical distancing regulations. Market research was conducted by Internet searches, quote requests, and market research catalogs. Technical experts also deemed Zoom to be the only compatible license with currently utilized CANVAS software.

Section E: Steps to Preclude Future Single Source or Brand Name Awards will continue to monitor the market to determine if other products meet the Government's needs. The Government will continue to conduct market research using catalogs, the Internet, attendance at industry events, and other resources to locate solutions to meet the Government's needs.
