JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

BRAND NAME JUSTIFICATION

1. CONTRACTING AGENCY: The USACE Albuquerque District (SPA) has a requirement to purchase YSI EXO multi-parameter sondes and sensors through the U.S. Army Corps of Engineers (USACE), Albuquerque District (SPA) Contracting Office.

2. DESCRIPTION OF ACTION: Approval is requested to acquire additional YSI EXO multi-parameter sondes, sensors, and accessories. The YSI EXO platform is required due to the existing network of YSI EXO multi-parameter sondes, sensors, handheld display, field cables, flying lead cables, USB dongles, etc. deployed above, below, and within SPA reservoirs. In addition, YSI EXO multi-parameter sondes and sensors are utilized for monitoring supported by the Upper Rio Grande Operations Model (URGWOM) and Middle Rio Grande Endangered Species Collaborative Program monitoring programs and using the same platform for data collection eliminates the issue of sampling bias. YSI sensors require calibration with YSI standard solutions.

3. DESCRIPTION OF SUPPLIES OR NATURE OF CONSTRUCTION: Additional YSI EXO equipment required is listed in the Bill of Materials is below:

4. AUTHORITY CITED: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. REASON FOR AUTHORITY CITED:

The SPA network is comprised solely of YSI EXO sondes and sensors. Procuring sondes and sensors that are compatible with the existing network are critical to maintain continuity and compatibility, identical data collection specifications (e.g., range, accuracy, response, resolution), and to reduce operation and maintenance costs for existing long-term water quality stations. The software (i.e., EXO-KOR) and hardware (i.e., sonde and handheld) are approved by CIO-G6 for connection to machines connected to CorpsNet. Although other manufacturers are available, none have been tested for long-term field deployment vulnerabilities and operational capabilities by SPA or USACE.

6. MARKET RESEARCH: Other brands of multi-parameter sondes and sensors would work in the existing monitoring network, however, it would require the approximately to replace the existing network and replace calibration sondes, spare sondes, spare sensors, and accessories that are utilized during regular operation and maintenance. In addition, it would require approximately in labor to train staff on usage of new brands, develop new standard operating procedures, and replace existing infrastructure at ten (10) long-term monitoring stations. Having multiple brands within the network would require additional operation and maintenance costs, as spare sondes and sensors of all brands would be needed. In conclusion, another brand is cost prohibitive at this time due to the investment of over of YSI EXO sondes and sensors.

7. ACTIONS TO INCREASE COMPETITION: As discussed in paragraph 6, YSI brand is required for interoperability purposes but there are multiple authorized dealers that can provide YSI EXO products, therefore an RFQ will be publicized to meet requirements at FAR 5.101 and FAR 5.203. By doing so, competition is promoted amongst all eligible vendors approved to provide required supplies.
