Secure Mobile Interface Trailer Requirements
1.1 Introduction - The Government is in the process of preparing a competitive solicitation for the acquisition of Secure Mobile Interface trailers at US Army Yuma Proving Ground. The acquisition will include a turnkey solution that will provide an environment to accommodate mobile ad-hoc network communications in support of developmental testing for Yuma Test Center.
1.2 BACKGROUND – The Secure Mobile Interface Trailers (SMIT) are necessary to fulfill a requirement to provide a secure operating environment for Network and Controlled Cryptographic Item (CCI) equipment. The Secure Mobile Interface is intended to accommodate a secure and non-secure mobile ad-hoc network communications node in support of developmental testing for Yuma Test Center.
2.1 SCOPE - This scope involves the acquisition of materials and labor to provide a turn-key fully functional SMIT per the Government’s requirements. The SMIT is intended to provide an environment that accommodates secure and non-secure mobile ad-hoc network communications in support of developmental testing for Yuma Test Center.
2.2 General Specifications- The specifications provided to ensure that the final products met customer requirements and comply with necessary operational and security criteria. Failure to comply will render the Secure Mobile Interface unusable.

| Conex Box- 8x10 STEEL STORAGE CONTAINER MODIFIED to be occupied by personnel and equipment. Modifications listed below: |
· Framed Metal Studs-Insulated R13 Walled with Plywood
· One minimum; Four Ft. fluorescent fixture w/bulb
· Two minimum; External flood light on opposing ends of SMIT
· One minimum; On/off switch each for internal and external lighting
· 1 minimum 110V outlet outside; Electrical wiring to be in metal conduit; PVC does not stand up to the elements
· 2 minimum 110V outlet inside; Electrical wiring to be in metal conduit.
· Breaker box, located inside, to accommodate internal and external power
· Air conditioner, mounted in an appropriate location on SMIT, sufficient to cool the physical inside area to an operating 80o F with computer equipment running
· Single steel clad door with premium lever handle lock & deadbolt
· Non-static floor covering
· Paint finishes on all unfinished modifications
· A communications access entry is required to allow cabling (power, fiber optics, Cat5e/6) to pass through exterior wall. Minimal intrusion necessary and must be secured when not in use. Must be within reach of person standing on the ground. 3” hole entry, quantity 4.

| Additional Equipment to be mounted inside the SMIT |
· Hamilton Information Processing System Container (or equivalent container) Model IPS 54-39-24 with 489-IPS-AS Adjustable Shelf; 489-IPS-R19 Rack Rail; IPSCP extra cable port; BW2573 Fan set; Doors on opposing end of safe required; mounting in an appropriate location for accessibility and load bearing purposes. Mounting must be of metal construction and should prevent movement of the cabinet in both the lateral and vertical directions as to prevent loosening due to rattle and vibration. Stabilizer spring mounts may also be considered. Ratchet straps will not suffice
· Four post 19” 24RU network relay rack with rack mount surge protector and uninterruptable power supply (UPS) size appropriate for 24RU rack, and metal construction or spring mounting. May be mounted on the floor or wall/ceiling.
· Hamilton 4 Class V, 4 Drawer, Single Lock Filing Cabinet (NSN: 7110-00-082-6112); or equivalent to be mounted in an appropriate location for accessibility and load bearing purposes. Mounting must be of metal construction and should prevent movement of the cabinet in both the lateral and vertical directions. Spring dampening or vibration mounts preferred for IPS container, drawer safe and rack

| Additional Equipment to be mounted outside the SMIT |
· Hubbel 60 AMP 5 pin & sleeve inlet flange (part# HBL560B9W)
· Hubbel 60 AMP service connector with pig-tail cable for generator hook-up or Hubbel modular connector
· Exterior Ladder for roof access on the Conex

| Trailer 8.5 x 12 Deck over the axle, tandem axle, with a GVWR appropriate to carry Conex Box w/modifications plus and estimated weight for computer equipment to reside in GSA approved IPS and network rack. Trailer will need some additional items listed below: |
· 2 5/16 ball mount removable coupler for towing. A box sleeve to cover the ball mount and lock to the trailer chassis is required to prevent it from unauthorized towing
· Corner stabilizer jacks are required to level the SMIT when parked and in operation as well as reduce load on tires.
· Trailer shall have break assist

| Additional Requirements: |
· Steps are required for easy entry into SMIT and must be able to stow away for transport
· Conex Box shall be removable from the trailer unit yet still be safe to transport. The latch mechanism that secures Conex to flatbed trailer shall have the ability to lock in place preventing it from becoming unsecure while in transit
· 4 corner mounted pipes extending 1 foot above the SMIT. Pipe inside diameter of 2”, with a 53” gap between the bottom of the pipe and the ground. Pipe shall have a hand screw tapped through it that allows tightening onto items user runs through the pipes (antenna masts), and D-rings near the top and bottom for tying guywires.
2.5 SUMMARY - This Draft requirements document is provided to inform vendors of Governments requirements for a turnkey product. Industry input is welcome but not required.
