About this file
This statement of work outlines engineering and design services required for a navy barge overhaul project. The selected contractor will be required to conduct a shipcheck inspection, develop written work specifications and drawings in JFMM format using AutoCAD, provide a class C cost estimate for each item, and publish all materials to the NMDR database. Key deliverables include a shipcheck report, work items with cost estimates, a 2-kilo package, guidance drawings where needed, and publishing final work items to NMDR. The related federal contract opportunity is solicitation number N3904024R0023 from the Department of the Navy Naval Sea Systems Command for barge overhaul engineering services to support the statement of work and required deliverables.

The intent of this proposed scope of work is to provide engineering and design services to Portsmouth naval shipyard for the development of a repair/modification work package for a navy YC class barge.
Provide written work specification items, formatted IAW NAVSEA JFMM appendix 4e, designs, material lists, and engineering drawings to NAVSEA technical specification 9090-600, for a navy YC class barge, located at Portsmouth naval shipyard, Kittery, me.
Drawings should be developed using ideas type layering standards using AUTOCAD release 13 or higher.
The written items, associated drawings, and material lists, will be used to execute a “depot level” shipyard availability on a navy YC barge. A ship-check is required, and will be coordinated through the Portsmouth naval shipyard barge/service craft program manager.
Provide a class “c” cost estimate for each item, IAW NAVSEA JFMM VOL VII, chap 5.
The offeror shall have at least 5 years of experience with the design and engineering on us navy service craft including the sizing, equipment selection and interface of existing systems on the barges.
The offeror shall publish all completed items to the navy maintenance database re-platform (NMDR).
The vessel is located at Portsmouth naval shipyard, Kittery, me. The following is a list of items that require work items, and/or drawings:
1. Towing services
2. Main deck/preserve
3. Hazardous waste
4. Temporary services
5. Drydock/fleet/undock
6. Cleaning and pumping
7. Preserve underwater hull, freeboard
8. Underwater hull, inspect/repair
9. Void, clean, repair, and preserve
10. Provide hull zinc anode, replace
11. Manhole covers, clean and preserve
12. Attachments, remove
13. Non-skid, repair
14. Ndt inspection on mooring/towing attachments.
15. Lifelines and stanchions, install
Basic Scope of Services
Task 2: Deliverables
1. Shipcheck report
2. Work items, including class “C” cost estimate
3. 2-kilo package
4. Guidance shipcheck sketches/drawings for work items where required
5. Publish all work items, in JFFM 4e format to NMDR.
Task 1: Shipcheck
Conduct a shipcheck of the vessel and gather information for the development of the overhaul package. The information gathered shall include the following:
1. Perform a visual inspection of the craft with the supervisor and or craft representative. Check the entire accessible hull, deck fittings, deck plating, rails, stanchions and life lines, fenders, deck coatings including existing preservation systems, loose coatings, and condition of deck plating, chocks, bitts, cleats, foundations, bulwark and deck plating. Note areas of corrosion, erosion, evidence of structural defects and damage. Obtain “as built” and other reference drawings or documents to be used during package development.
2. Conduct a meeting with the supervisor or craft representative to collect data and obtain information for the development of towing, dry dock, cleaning and blasting of hull, ut inspection, temporary services, cleaning and pumping, clean, paint and preserve and zinc replacement work items. Discuss with craft representative amounts of front loads for plating and stiffener replacements to put in work items based on historical knowledge. Determine if 3, 7 or 12 year service life paint system is what is appropriate for underwater hull.
Task 2: deliverables
1. Shipcheck report.
2. Work items, includes class “c” cost estimate.
3. 2-kilo package.
4. Guidance shipcheck sketches/drawings for work items where required.
5. Publish all work items, in JFFM 4e format to NMDR.
