14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

The purpose of this Amendment is to:

1. Provide answers to questions submitted by offerors in response to the solicitation. See attached Questions and Answers.

2. Extend the due date for final proposal due date from no later than 2:00 p.m. (EST) on Friday, December 2, 2022 to no later than 2:00 p.m. (EST) on Tuesday December 6, 2022.

Q: Does this solicitation need or needs all the work to be done on site?

A: The solicitation is for commercial data files for K-12 education institutions, and the data needed is both K-12 school related (e.g., general information about the school) and faculty related (e.g., principal name and email address, lists of faculty members, faculty email addresses). Per F.2 of the solicitation, all required work shall be performed from the contractor's facility. The files are to be delivered by the contractor to the U.S. Census Bureau via a secure file transfer protocol (SFTP). The contractor will log into the SFTP system using their secure login information (provided by Census), upload the data file, and send it to the designated Census contact person. Details can be found in attachment J.4 of the solicitation.

Q: Is there an incumbent?

A: The Census Bureau held a contract with a small business from June 2017 through September for analogous deliverables. There is a gap Census' commercial education data needs from September 2021 through April 2023, and this solicitation has been posted for the next data needs, starting in May 2023.

Q: Is there a value for this solicitation?

A: The fixed price of this contract is TBD and will be based on the total price set forth in the proposal by the contractor/small business who is awarded the contract.

Q: What vehicle will this solicitation be using?

A: This requirement will be open market to Small Businesses.

Q: Will the data be provided by the agency?

A: For the Offerors Submission for this RFP, the Offeror must submit sample database for the Private

School Facilities (C.1), and/or Principals (C.2), and/or Teacher and Principal (C.3), or all three, for evaluation purposes. Private School Facilities sample database shall have data file contents listed in Table

4 for the counties listed on Attachment J.1. The sample database for Principals shall have data file contents listed in Table 5 for the schools listed in Attachment J.2. The sample database for Teachers and

Principals shall have the data file contents listed in Table 6 for schools listed in Attachment J.3.

For the Private School Facility Commercial Data Files, the COR (Census) will provide a county list to the contractor two weeks prior to the deliverable date for each academic year in deliverable. The county list will have no more than 200 counties located in the United States and Washington, D.C. The county list will change for each academic year’s deliverable. The contractor shall match these counties to their internal database and return the data elements in Table 4 for all private schools (including Catholic schools) within each county.

For the School Principal Commercial Data Files, the COR will provide the contractor with a file that contains no more than 18,000 public and private (including Catholic) schools (along with school location information to assist with the precision of matching to the contractor’s database(s)) for matching two weeks prior to the deliverable date for each deliverable set forth in this contract. The school list will change for each deliverable. The contractor shall match these schools to their internal database and return the data elements in Table 5 for all matched schools.

For the School Teacher and Principal Commercial Data Files, the COR will provide the contractor with a file that contains no more than 20,000 public and private (including Catholic) schools (along with school location information to assist with the precision of matching to the contractor’s database(s)) for matching two weeks prior to the deliverable date for each deliverable set forth in this contract. The school list will change for each deliverable. The contractor shall match these schools to their internal database and return the data elements in Table 6 for all matched schools.

Q: What is the dollar amount or value for this engagement?

A: The fixed price of this contract is TBD and will be based on the total price set forth in the proposal by the contractor/small business who is awarded the contract.

Q: Will there be a Multiple Award?

A: Contracts will be awarded for the Private School Facility Data described in Table 1 (CLINs 001 –

003), School Principal Data described in Table 2 (CLINs 0004 – 0008), and School Teacher and Principal

Data described in Table 3 (CLINs 0009 – 0012).

The Government intends to award a contract or contracts resulting from this solicitation to the responsible

Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered (Best Value). The Government will evaluate Offeror’s proposal submission for each proposed data file listed in RFP Section C in accordance with the 4 factors set forth in the solicitation.

A: There are 3 separate requests, one for each sample database that was provided as an attachment

(Attachments J.1, J.2, and J.3) to the Solicitation. As stated in Section L, for evaluation purposes, the

Offeror must submit sample database for the Private School Facilities (C.1), and/or Principals (C.2), and/or Teacher and Principal (C.3), or all three.

Private School Facilities sample database shall have data file contents listed in Table 4 for the counties listed on Attachment J.1. These are as follows:

Q: I understand you want all principals and I see you mentioned a sampling of teachers. Do you want all teachers or a sample subset of teachers? If so, how many teachers or what type of subset?

A: All teachers.

For the Teachers and Principals Commercial Data, the COR will provide the contractor with a file that contains no more than 20,000 public and private (including Catholic) schools (along with school location information to assist with the precision of matching to the contractor’s database(s)) for matching two weeks prior to the deliverable date for each deliverable set forth in this contract.

The contractor shall match these schools to their internal database and return the data elements in Table 6 for all matched schools, that is:

• Principal name

• Principal e-mail address

• School name

• School NCESID

• School Identifier (as provided on the delivered file for matching)

• The following information for all teachers who work in the school, including:

This commercial data file will be used to supplement the teacher frame for the NTPS and the follow-up surveys to the NTPS. The Census Bureau will potentially sample teachers from these lists and an invite them to complete a questionnaire.

Q: Please confirm the quantity of data you want? Do you only want the selected sample sizes of data (200 counties of data and the 10,000 schools) or will there be any time during this contract in which you will need to access the entire school universe or the whole teacher file?

A: For the Private School Facility Commercial Data Files, the COR (Census) will provide a county list with no more than 200 counties located in the United States and Washington, D.C. The county list will change for each academic year’s deliverable. The contractor shall match these counties to their internal database and return the data elements in Table 4 for all private schools (including Catholic schools) within each county.

For the School Principal Commercial Data Files, the COR will provide the contractor with a file that contains no more than 18,000 public and private (including Catholic) schools (along with school location information to assist with the precision of matching to the contractor’s database(s)). The school list will change for each deliverable. The contractor shall match these schools to their internal database and return the data elements in Table 5 for all matched schools.

For the School Teacher and Principal Commercial Data Files, the COR will provide the contractor with a file that contains no more than 20,000 public and private (including Catholic) schools (along with school location information to assist with the precision of matching to the contractor’s database(s)). The school list will change for each deliverable. The contractor shall match these schools to their internal database and return the data elements in Table 6 for all matched schools.

Q: Additionally, in your 200 county request – is using a price per record acceptable? Without knowing what counties will be selected it is impossible to know how much data will need to be provided. Will the county selection process (for example) be random or the 200 largest US counties. These two approaches will result in vastly different quantities of schools and data needing to be provided.

A: Yes, I think price per record is acceptable. Typically (based on prior cycles), it has been the 8 largest counties and 12 randomly selected additional counties.

Q: Are any deliverables due prior to May 2023?

The tables on page 1 and 2 (B3.1) appear to contradict the time period at the end of page 3.

2022/2023 is mentioned in the narrative on page 3. Is it correct that the start date (signed contract) is on 5/1/2023? Please confirm.

A: Correct – No data are needed prior to May 2023.

Q: What is needed to be updated 5 times a year?

Specifically, are you looking for the selected sample to be “completely” reconfirmed and updated 5 times in that year period – or – are you just asking for any changes we might have in our normal updating processes to be provided in a bi-monthly delivery.

A: The contractor shall provide five “refresh files” to the COR from August 1 through September 30 of the following school year.

These refresh files should include the same matched schools as the base file delivered in May;

however, the data should be pulled from the contractor’s most up-to-date database, yielding data files with updated information. We understand that much of the data on the refreshes will be identical to the base data file.

Q: Data quality / coverage (for all elements) of 98% does not exist in the commercial world. So, we can deliver all data we have available (75-80% email coverage) as is, which would be at a price commercially available – or – we can build out custom compilation efforts to gather all the data required which would be at a time and materials pricing. We are unclear what is being asked for here?

A: This request is not for gathering additional data beyond what is kept in your internal databases. If the data you store in your internal databases offer approx. 75-80% coverage, that’s the data we’d be purchasing (for only those matched schools and or schools in matched counties on the sample files that we deliver).

We understand that data coverage for 98% does not exist – the 98% is speaking to the quality of the file in accordance with the requirements we set forth in Tables 4, 5, and 6. For example, data elements should not be missing, and there shouldn’t be issues with the files we receive from the vendor (formatting, file type).

Q: Additionally- If custom compilation is required to reach US Census quality / coverage requirements the 10-day turnaround time to achieve this is not realistic. Would more time be available to custom gather data (30-45 days)?

A: Please see the response above. We do not expect the contractor to collect/compile additional data beyond what is currently retained in your current database (in accordance with the data element requirements).

Q: The requirement for Subjects taught at the school. This may be difficult to capture. Are you looking for general Math, or specifics like Algebra I, etc.?

A: We need to be able to categorize all teachers into the following 10 subject areas:

1 – Special Education

2 – General elementary

3 – Math

4 – Science

5 – English/Language arts

6 – Social studies

7 – Vocational/technical

8 – World language

9 – Music or art

10 – Another subject (e.g., Phys. Ed, ESL)

Q: If the pre-determined records will be coming from USCB (using NCES numbers), how will

USCB receive new institutions that they are requesting? (Page 21, Table 8. under “Performance

Standard”).

A: New institutions are only requested as part of the Private School Facility Commercial Data File performance requirement. For this requirement, the COR will provide a county list (not a file containing

NCES IDs), and the contractor shall match these counties to their internal database and return the data elements in Table 4 for all private schools (including Catholic schools) within each county. If the school is new and does not have a school NCESID, then this field would be blank on the data file prepared by the contractor.

For the School Principal Commercial Data Files and the School Teacher and Principal Commercial Data

Files, there won’t be new institutions requested from the contractor. The COR will provide the contractor with a file that contains no more than 18,000 public and private (including Catholic) schools (along with school location information to assist with the precision of matching to the contractor’s database(s)) for the contractor to match to their database, and all of these schools already have NCES IDs assigned.

Q: If our current database lacks a particular attribute (say – school establishment date) but we have a way of gathering this prior or during the contract period, how should we best describe this in the sample file?

A: The offeror can note this in the documentation provided with the sample database (also to include detailed regarding file contents, file structure, record count, and data vintage).

Q: Are we correct that principal data will be potentially duplicated as you have asked for principals to be added to the Private School Institution File – the Private School Principal file and the Teacher

/ Principal file – is that correct?

A: There are three different data requirements within this RFP. That is, contracts will be awarded for the

Private School Facility Data described in Table 1 (CLINs 001 – 003), School Principal Data described in

Table 2 (CLINs 0004 – 0008), and School Teacher and Principal Data described in Table 3 (CLINs 0009

– 0012).

Principal name and email address are included in each requirement. While there will be overlapping schools, the academic years for the requirements and data uses differ across each data requirement and

CLIN.

Q: Sample J.1- For the counties specified for the sample attachment J.1, are you looking for institutions only or personnel as well as alluded to on table 4 page 6?

A: The Private School Facilities sample database shall have data file contents listed in Table 4 for the counties listed on Attachment J.1. These are as follows:

Q: After we have run a match of the NCES ID's you provided for J.2 and J.3 and if Agile deems any included NCES ID's as closed or inactive, would you prefer to have Agile include a random sample of institutions to reach the sample size of 500 or would you like to reevaluate and add additional NCES IDs to reach the total sample size?

A: No – we only want the matched schools. This is true for both the sample data delivered as part of this

Submission and the data submitted under the requirements of the awarded contract(s).

Q: For confirmation, all three sample data sets will have different data layouts per the requested fields in tables 4, 5, and 6. Attachment J.1 refers to Table 4. Attachment J.2 refers to Table 5. And

Attachment J.3 refers to Table 6.

A: Yes – this is correct.

Q: Sample data sets and any future data sets will be from our active database. Would there be a need for any archived or previous year data sets or lists?

A: Not at this time, in accordance with the CLINs listed in Tables 1 through 3.

Q: For Attachment J.2 and J.3- can you confirm if these are unique NCES ID's for each sample set or is there cross over with the Principal titles included in both sample sets?

A: J.2 and J.3 contain unique NCES IDs (there aren’t overlapping schools between the two samples).

Q: I would like to confirm if the effort mentioned above considered as new requirement or are there incumbent contract(s)? If there is an incumbent vendor(s), would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award and end dates, total contract value) please?

Lastly, is an estimated maximum ceiling value available for this requirement

A: Yes, this is a new request for services that we previously had with Agile Education Marketing, LLC.

This contract ended in September 2021, and. The estimated ceiling for the new requirement is TBD.
