United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) National Bio and Agro Defense Facility (NBAF)
Veterinary Services (VS)
1.0 BACKGROUND
This requirement is for the United States Department of Agriculture, Animal Plant Health and Inspection Service, National Bio and Agro Defense Facility (NBAF) in Manhattan, Kansas. As the Nation's veterinary authority, Veterinary Services improves the health, productivity, and quality of life for animals and people, and maintains and promotes the safety and availability of animals, animal products, and veterinary biologics. The NBAF facility helps protect the nation’s agriculture, farmers and citizens against the threat and potential impact of serious animal diseases.
2.0 OBJECTIVE
The objective of this acquisition is to obtain a Platinum level service plan for NBAF’s (1) Rapiscan Pallet X‐Ray machine and (3) Rapiscan Baggage X‐ray Machines.
3.0 CONTRACT TYPE AND PERIOD OF PERFORMANCE
This is a firm‐fixed‐price contract. The contract period of performance includes a 12‐month base period and four option years.
4.0 SPECIFICATIONS
The contractor shall perform the following services in support of the service contract:
One (1) annual visit that includes a Preventative Maintenance and Radiation Survey on each machine covered.
Each machine covered under the platinum service contract shall be covered for any failures of the equipment, not including normal wear and tear or user caused issues or damage. This includes all parts, labor, travel time, and expense. Repairs will be initiated any day of the week, including weekends and holidays (or as the site is able to receive the technician). Repairs should be expected to start within 24 hours of confirmation that onsite repair is required, and parts arrive (if replacement parts are needed). Shipping of replacement parts shall be handled via overnight shipment with any freight being expedited.

5.0 Service of Product:
Services shall be made (FOB Destination) to the following location within 14 calendar days following contract award:

The contractor shall schedule services at a minimum of 72 hours in advance which must include providing the service technician(s) name (s), technician’s company name, date and estimate time of arrival for security gate access.

8.0 INVOICES
Invoices shall be submitted through the Invoice Processing Platform (www.ipp.gov). Payments will be made according to the firm‐fixed unit price established in the contract Pricing Schedule. Invoices shall be submitted in arrears and prepared in accordance with FAR 52.212‐4(g).
