About this file
This document is a limited source justification for a Pension Benefit Guaranty Corporation contract award to Dow Jones for a WSJ Bankruptcy Pro subscription service. The PBGC requires a news subscription tailored to bankruptcy coverage for its internal stakeholders. It determined the WSJ Pro Bankruptcy subscription best meets this need by providing a dedicated bankruptcy newsletter sent daily, distressed company screening tools, listings of companies filing for Chapter 11 bankruptcy, and more extensive bankruptcy coverage than alternatives from The Washington Post, The New York Times, and Thomson Reuters. The solicitation number is 16PBGC23C0024 for this limited source procurement of the WSJ Bankruptcy Pro subscription.

PBGC's Information Center possesses a need to offer a news subscription to internal stakeholders, specifically tailored to bankruptcy. Dow Jones's product, WSJ Pro Bankruptcy, is a premium membership subscription service that offers up to date information on bankruptcy, business, and other points of interest for PBGC employees throughout various departments. To determine whether there were other subscriptions that could provide PBGC with the complete bankruptcy information that it requires, comparable subscriptions were identified and compared to the WSJ Pro Bankruptcy subscription service. These three subscriptions are provided through the Washington Post, the New York Times, and Thomson Reuters.
1. The Washington Post: The Washington Post is a news journal that offers coverage on world events, politics, and local events in DC, Maryland, and Virginia. In searching The Washington Post, only two articles regarding bankruptcy had been published in the previous seven days. In comparison, WSJ Pro Bankruptcy published over ten articles in addition to the daily bankruptcy newsletter.
2. The New York Times: Additionally, another news source, The New York Times, was compared with WSJ Pro.
Although, The New York Times possessed comparable coverage of bankruptcy news, there were no additional features that contain data on distressed companies or companies that have filed for Chapter 11 bankruptcy.
3. Thomson Reuters: Reuters, a news coverage division of Thomson Reuters, was identified and compared to WSJ Pro Bankruptcy. Although Reuters did cover some bankruptcy news, they did not have a dedicated bankruptcy news section or a daily newsletter for bankruptcy headlines.
As a result of the above, PBGC determined that WSJ Bankruptcy Pro is the only source that can provide PBGC with the full bankruptcy information and coverage it requires. The WSJ Pro Bankruptcy offers dedicated bankruptcy newsletter sent every business day, the option to sign up for live alerts on bankruptcy news, distressed company screener tool, and listings of companies that have filed for Chapter 11 Bankruptcy filings.
