About this file
This document outlines specifications for replacing water quality monitoring instruments and continuing operation of the Southcentral Biscayne Bay Hydrologic Monitoring Network. The National Park Service seeks to purchase 34 EXO2 sondes with conductivity, temperature, depth and dissolved oxygen sensors, as well as 34 central wipers and conductivity/temperature sensors. Additional items including calibration equipment, signal adapters and freight are also included in the budget. The equipment will replace aging instrumentation and modernize the network to ensure continued long-term monitoring of water quality parameters to support Everglades restoration efforts and research in Biscayne Bay, Florida. Data from this network and the integrated IBBEAM program are critical to understanding issues like harmful algal blooms and seagrass die-offs in the area.

STATEMENT OF WORK & PRODUCT SPECIFICATIONS
BISC 2023 Instrument Replacement and Maintenance for the Southcentral Biscayne Bay Hydrologic Monitoring Network to Support Comprehensive Everglades Restoration Plan (CERP)
Introduction and Background
A network of instrumented water quality stations monitoring temperature and salinity in southcentral Biscayne Bay was established in 2003 by a multi-agency team. The Southcentral Biscayne Bay Hydrologic Monitoring Network (Network) was designed to meet the needs of Biscayne National Park (BNP) and the Comprehensive Everglades Restoration Plan (CERP). For over 20 years the Network has provided critical information within BNP and the southern portion of Florida’s Biscayne Bay Aquatic
Preserves for Everglades restoration planning and hydrologic-hydrodynamic modeling.
Since 2012 the USACE has supported an additional 17 nearshore stations as part of the Integrated Biscayne Bay Ecological Assessment and Monitoring (IBBEAM) program, that integrates water quality, seagrass, invertebrate, and fish data. The offshore Network consisting of 27 stations, combined with the IBBEAM program with its inshore component of 17 stations (Figure 1), comprise the only and longest-running continuous-monitoring water quality program in Miami-Dade County. The data are essential for evaluating ecological impacts of restoration-related freshwater flow, quantifying local effects of climate-related changes, and understanding water quality issues that persist in southcentral Biscayne Bay, resulting in algal blooms, seagrass die-offs, and fish kills. The Network is managed by BNP and is leveraged by IBBEAM to enhance efficiencies of both programs.
The instrumentation at the 27 Network sites is 12 to 21 years old and is failing. The technology of these instruments is now outdated, making repairs and replacement parts costly, if even available. Advancements in sensor technology in recent years make it possible to purchase, at reasonable cost, a variety of reliable sensors to broaden the network’s coverage to include water quality parameters in addition to its present temperature and salinity (conductivity) sensing capability.

Scope of Work
This project will replace instruments to maintain and ensure the continued operation of the Network. The project will fund instrument replacement and modernization. The objectives of this project are to:
• continue monitoring salinity, conductivity, temperature, depth, and DO at 27 Network stations;
• continue providing quality assured data to other scientists and manager; and
• continue documenting reference conditions (i.e., temporal and spatial variability of salinity in the western near shore region of Biscayne Bay).
Work Breakdown Structure Task 1. Purchase Network Instruments 34 EXO2 sondes with 6 sensor ports and one wiper port will be purchased by NPS. 34 central wipers and 34 wiped conductivity/temperature sensors will also be purchased, as well as other required accessories. Instrument freight is included in the budget. The project budget is as follows:
