1. SCOPE
1.1 Intent. This supply item describes the requirements for the Contractor to manufacture a cover plate assembly used on a helicopter landing talon grid.

2.1 Specification order of precedence. In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence.
3. REQUIREMENTS
3.1 General.
3.1.1 The Contractor shall provide all labor and materials to manufacture a talon grid cover plate in accordance with CG Fleet drawing FL-588-003 and this specification. All drawing General Notes shall apply unless otherwise stated herein.
3.2 Assembly. Cover plate consists of four (4) sections as shown on the drawing. Each section shall be fully assembled with locking mechanisms as illustrated.
3.2.1 Locking mechanisms shall be assembled with a thin film of lithium grease on all moving parts including the ball bearing detent.
3.3 Materials. All materials shall be as specified by the drawing. The latest edition of each material document or the replacement document is referenced in section 2. References. Contractor shall provide certifications of material conformance to the Coast Guard Quality Assurance Representative (QAR). See part 4.0.
3.3.1. Material Document Updates.
a) Ball bearing used for the detent (Piece 10) shall be in accordance with ASTM F2215-15 for 1/4" size ball bearings.
b) Naval brass bar (piece 4) shall be in accordance with ASTM B 21/B 21M-14, HO2 (half hard) temper.
c) Compression spring shall be in accordance with SAE AS24585C.
3.4 Machined Surfaces. All machined surfaces shall be finished to a surface texture of 125 RMS, or smoother in accordance with SAE Standard J448_201108.
3.5 Welding. All fabrication and welding shall be to the requirements of NAVSEA Technical Publication
0200-LP-060-4010.
3.6 Tolerances. Unless otherwise indicated, tolerances shall be in accordance with the following requirements:
Drawing sheet 1 of 2:
a) All fractional dimensions indicated on sheet 1shall have a tolerance of +/- 1/64".
b) Angular dimensions shall be +/- .50 degree.
Drawing sheet 2 of 2:
a) All fractional dimensions indicated on sheet 2 shall have a tolerance of +/- 1/32".
3.7 Qualification. Welders shall have a valid qualification record certified by one or more of the following organizations. This qualification shall be for the same particular service application, filler material type, position of welding and welding process.
a) The American Welding Society
b) The American Bureau of Shipping
c) Department of the Navy
3.7.1 The Contractor shall make welder certifications available to the Coast Guard Officer prior to contract award.
3.8 Non Skid Coating. A non-skid deck coating shall be applied to the top of all cover sections in accordance with drawing general note 2. The coating system used shall be in accordance with
COMDTINST M10360.3D Chapter 4, Coatings Management and NSTM Ch 634 Deck Coverings, General S9086-VG-STM-010. MIL-PRF-24667B (SH) type 1, composition G shall be the system utilized. The coating color shall be "Navy Flat Dark Gray, color number 36076, in accordance with SAE
AMS-STD-595A.
3.9 Surface Preparation. All painted surfaces shall be etched or sanded to obtain the surface profile necessary for proper paint adhesion. Sanding shall be even and uniform across all surfaces intended for paint with no gouging or burn discoloration. Sand blasting the cover plates is not recommended due to possibility of severe warping as a result of sand blasting these pieces in the past.
3.10 Notifications & Inspections. The contractor shall be responsible for notifying the Contracting
Officer no less than seven (7) calendar days prior to the contractor being ready for any Quality Assurance
(Q.A.) inspections or testing required herein.
4.0 QUALITY ASSURANCE
4.1 General. The Contractor is responsible for the conformance and overall quality of each item offered to the Coast Guard for acceptance or approval.
4.2 Responsibility for Inspection. The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractor's facility prior to Coast Guard acceptance of the contracted items. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
4.3 Inspections and Tests. The inspections and tests required herein are the minimum necessary and are not intended to replace any controls, examinations or tests normally employed by the contractor to assure the quality of the product. A material and dimensional inspection report shall be sent to the KO prior to a request for a QA inspection. The following are required:
a) Material Certifications
b) Conformance to dimensional tolerances, surface texture and overall workmanship requirements.
c) Locking mechanism operation. Check for smoothness with no binding.
d) Non-skid coating inspection.
e) Overall assembly completeness.
f) Inspection of packaging and marking as described in part 5.
4.4 Other Test & Inspection Reports. A copy of any standard contractor test or inspection report not covered by this requirement shall be turned over to the Coast Guard Q.A. Representative upon his arrival at the contractor's facility.
4.5 Calibration System. The Contractor shall be required to maintain a test equipment calibration program in compliance with ANSI/NSCL Z540.3-2006 Part 2. The program shall be documented and traceable to the National Institute of Standards (NIST). The calibration system records shall be maintained for inspection for the duration of any contract referencing this specification.
5.0 PRESERVATION, PACKING, MARKING AND SHIPPING
5.1 Preservation. Each cover assembly shall be preserved IAW MIL-STD-2073-1E Change 1 Method 10.
5.1.1 The cover assembly shall be protected from physical damage and mechanical malfunction.
Cushioning materials, dunnage, blocking, bracing and strapping shall be applied as required to protect the item(s) and the enclosing media and restrict the movement of the item within the container. The materials selected for all blocking and bracing, and the design and application thereof, shall be compatible with the item and its bearing load limitations. Materials shall be as clean and as dry as practicable.
5.2 Packing. Packing shall comply with ASTM D6880/D6880M-11 Class 2 Style 2 with skid mounts.
Box shall be constructed using minimum 3/8" plywood sheathing with suitable wood framing for strength. Interior wood blocking and cushioning shall be used where necessary to ensure stabilization of individual packed cover sections and to keep each section isolated from other packed sections. Container shall be capable of providing adequate protection to the cover assembly during multiple shipments and handling by commercial carriers.
5.2.1 Each cover assembly shall be packaged in its own appropriately sized wood box, with bracing applied.
5.3 Marking. Each packaged sleeve shall have a water proof label securely attached or water proof stencil in the upper left-hand corner of the two longest sides (two opposite sides if square) of each box IAW
MIL-STD-129R. The stencil marking shall be 3/4" -1" inch in height.

Symbology.
5.3.2.1 The Bar Code Label can be applied separately or as part of the marking required in 5.3.
5.4 Shipping. The Contractor shall ship, and deliver the parts and components to the government address specified in paragraph 5.4.1. Notify the Contracting Officer Representative (COR) and Contracting
Officer about the shipment 7 days in advance. Provide timely shipping information to COR including the name of the shipping company, date of shipment leaving Contractor’s facility, and expecting arrival date and time at the government facility. No shipment shall arrive outside of government normal business hours as determined by the Contracting Officer.
