BRAND NAME JUSTIFICATION AND APPROVAL

2. Description of Action being approved: This is a new contract, Firm Fixed Price

3. Description of Product, Supplies or Services:

The Sapper Leaders course requires 2ea Polaris All-Terrain Vehicle) ATVs, MRZR-D2s with Litter Carrying Capabilities for Medical Evacuation (MEDEVAC) of trainees during training at the Engineer School.

4. An identification of the statutory authority permitting other than full and open competition. (Requesting Office completes with assistance of Contract Specialist) This acquisition is being conducted under the authority of the Federal Supply Schedule Program (see 8.401) and FAR 8.405-6. This is a Limited Source Brand Name Class Justification

5. Identification of the Justification Rationale:

a. The Sapper Leader course currently operates Field Litter Ambulances (FLA) and outdated All-Terrain Vehicles to conduct medical evacuations in and around FT Leonard Wood, MO. During Patrolling Operations it is not uncommon to have multiple injuries. Having multiple ATVs on-site with medical capabilities will minimize the time for medical assistance to reach the point of injury. This will also reduce the time from packaging a casualty to reaching the nearest medical facility.

b. Additionally, Fort Leonard Wood is one of the main military installations that provides the most field training on a monthly basis. Due to the restricted terrain, FLAs may not be able to reach the casualty at the point of injury, and that casualty will have to be carried by foot to the closest Ambulance Exchange Point. Sapper Company currently has an outdated fleet of ATVs that are capable of negotiating any terrain that would otherwise be restricted for FLAs. However, with the current fleet, only Ambulatory Patients can be transported to the nearest AXP.

6. Best Value Determination:

Polaris is the only company in the United States makes this type of ATV with litter carrying capabilities

7. Market Research conducted:

a. Polaris Sales Inc., 2100 Hwy 55, Medina (Hamel), MN 55350 (763) 847-8288, ($455,349.84). This requirement has one manufacturer, but may have other distributors.

8. Statement of actions, if any to remove barriers to competition in the future.
