COMBINED SYNOPSIS/SOLICITATION

FOR

DIGITAL MICROSCOPE

1. NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. This solicitation (WNUK-20-018) is issued as request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-08, 13 August 2020.

Offerors shall include all applicable product literature associated with the offered product(s), to include applicable warranty documentation.

3. This acquisition is a small business set aside, NAICS code 333314, Small Business size, 500 employees.

4. REQUIREMENT DESCRIPTION:

This acquisition will provide the Life Sciences Equipment Laboratory (LSEL) within the Human

Systems Division a digital microscope. The microscope will be used for both of the LSEL’s mission areas, which include Mishap Investigation and Special Projects. The LSEL’s reports are a critical exhibit delivered to United States Air Force (USAF) Safety Investigation Boards (SIBs) and are used to establish safety board products including factors, findings, and recommendations.

The factual, non-privileged reports also are a key product for USAF Accident Investigation

Boards (AIBs), which assign legal blame. Therefore, the tool needs to be of “forensic” quality, i.e., the products of the device must be of a high quality and credibility to withstand the scrutiny before a court of law.

5. EVALUATION

FAR 52.212-2, “Evaluation – Commercial Items,” does NOT apply to this effort.

Offerors may propose more than one commercial solution. All proposed solutions will be assessed in accordance with the requirements as outlined in this document. Price will contribute substantially to this evaluation.

7. DESCRIPTION OF REQUIREMENTS

The Key Performance Parameters (KPPs) of the digital microscope shall be as follows.

Unless otherwise specified, each KPP shall be considered threshold.

a. The microscope shall be configurable in both a staged and handheld/boom configuration

b. The non-staged configuration shall be compatible with a boom arm such that one could non-destructively collect micrographs of large parts and not be bound to the stage

c. The non-staged configuration shall include lensing with a contact tip that allows handheld imaging of large objects and to simplify configuration for traveling

d. The handheld configuration shall be transportable via commercial airline in one large, Pelican-style container

e. In the staged configuration, the total magnification shall span at least 20x-500x (threshold);

20x-1000x (objective)

f. In the staged configuration, lenses shall have a numerical apertures equal to or exceeding 0.9

g. The resolution shall be at least 3 megapixels (threshold); 8 megapixels (objective)

h. The staged configuration shall have motorized zoom and motorized focus

i. The stage shall be motorized and capable of stroking at least 40 mm (threshold); 100 mm

(objective)

j. The system shall have the ability to output a depth composited micrograph (threshold); real-time depth composition (objective)

k. The system shall have the ability to take measurements along all three axes

l. The system shall have the ability to take new measurements after part has been removed using images acquired before part was removed

m. The system shall have multiple incident illumination types including full coaxial, full ring, partial ring, and mixture (threshold); partial coaxial (objective)

n. The system shall provide hardware or software means of removing glare from reflective surfaces

o. The software shall have the ability to program multiple users with security partitioning such that mishap files can only be viewed by the investigator(s) who has signed the relevant NDA

p. The system shall have the ability to save micrograph files to an external hard drive and burn images to CD and DVD

The Key System Attributes (KSAs) of the digital microscope shall be as follows. Unless otherwise specified, each KSA will be considered objective.

a. The system shall be able to be setup and running such that it is able to be used for image acquisition by one person in 15 minutes or less (threshold); 10 minutes or less (objective)

b. The system should include a backlit stage for transmissive microscopy, which is useful for imaging polymers and textiles

c. The staged configuration should include crash avoidance to protect the lens

d. The system should be out of the box calibrated or user calibrated

e. The system should include surface profile software

Offerors are advised the System for Award Management (SAM) is not yet updated to reflect the required FAR provision 52.204-24 “Representation Regarding Certain

Telecommunications and Video Surveillance Services or Equipment.” Offerors shall not complete the representation in FAR 52.204-24 if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at FAR 52.204-26, Covered

Telecommunications Equipment or Services-Representation, or in paragraph (v) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. If the

Offeror has represented that it DOES provide covered telecommunications equipment or services, they shall notify the Government before submitting a quotation in response to this http://www.acquisition.gov/ synopsis/solicitation. FAR 52.204-24 is provided as a separate attachment to this solicitation should the Offeror need to complete this representation.

Additional Terms that apply to this acquisition:

1. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort and no award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

2. This is a notice that this order is a total set-aside for small business concerns. The

Government will accept only quotes submitted by small business concerns. Any quote that is submitted by a contractor that is not a small business concern IAW the NAICS code and size standard stated above will not be considered for award.

9. OMBUDSMAN

The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
