Project Title:
PIFSC Data Portal and Web-Based Visualization Applications
Background:
The NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) seeks proposals from small businesses to assist in the development of a data portal to host web-based data visualization applications. The contractor will use their expertise in web-based development frameworks and computer programming (JavaScript libraries) to develop this product. This task will be produced to allow for improved dissemination and utility of PIFSC data streams to fisheries management partners and the general public.
Objective:
The project is to build a full stack web-based data portal[footnoteRef:1] for data streams from both the PIFSC Socioeconomics Program and Fisheries Research and Monitoring Division. The data portal will include user-interactive data analytics tools that generate data visualization and numerical summaries based on non-confidential data summaries from on-going, historic and episodic data collection projects. The data should be able to be streamed from .csv files and/or database management systems. This will be a Firm-Fixed Price (FFP) award. [1: An example: https://www.data.gov/]
Scope of Work:
Data portal and data visualizations: The contractor is responsible for design and implementation of the data portal and associated visualizations based on agreed upon structure designs and prototypes approved by the PIFSC Task Manager. The data portal must be portable, scalable, and mobile-friendly.
Data structure: The contractor is responsible for development of data structure, manipulation, and management protocols to meet the needs of the data portal. PIFSC will provide all data to support the portal and visualization tools.
Security: The contractor is responsible for identifying and working with tools/programs that adhere to National Marine Fisheries Service (NMFS) and PIFSC standards and supported by NMFS and PIFSC security protocols. The resulting products will also adhere to NMFS and PIFSC security requirements.
Web deployment: The contractor is responsible for working with the PIFSC Information Technology Services (ITS) to develop the product in a way such that is deployable from NOAA web servers.
All source materials will be provided to and become the property of NOAA Fisheries PIFSC. The quotation should specify the web design framework to be implemented and should include itemized cost specifications for each stage of development. If the contractor plans to license third party products/templates/themes for this job, that cost must be included in the bottom line bid.
The required skills for the project include demonstrated experience with:
· HTML, css, javascript programming (d3/nvd3 and similar libraries for data visualization)
· Server side programming (PHP, ruby, python, etc)
· Database programming (Oracle, Mysql, Posgresql, etc)
· Federal government web and data security protocols
· Familiarity with basic descriptive statistics
Preferable skills for the project include demonstrated experiences with:
· Contractor based in the State of Hawaii
· Working in NOAA web environment
· Familiarity with NOAA web and data security protocols
· Communicating government data to the general public through web-based visualizations
· Diverse web design experience
Tasks:
The contractor would be expected to:
Activity 1: Review existing data streams available for populating the data portal and discuss potential visualization applications with the PIFSC Task Manager and staff from the PIFSC Socioeconomics Program and PIFSC Fisheries Research and Monitoring Division to collaboratively develop the conceptual and visual layout of the data portal, associated visualization tools, and appropriate summary statistics to report on.
Activity 2: Develop draft of data portal in test environment for review. Draft visualization applications should include at a minimum:
(a) Tier 1 Economic Indicators:
Using a set of “national standard” economic indicators, the PIFSC Socioeconomics Program assesses regional fisheries. The economic indicators computed for the years 2002-2015 include aggregate fish landings, number of permits, active vessels, fishing trips, length of fishing season, days at sea, aggregate revenue, and utilization of regional catch limits. In addition to these indicators, PIFSC researchers compute the “Gini coefficient,” which serves as a measure of the distribution of fishery revenues among active vessels or permit holders in the fishery. These indicators are calculated for the following fisheries:
a. Hawaii Longline
b. American Samoa Longline
c. Hawaii Bottomfish

Continuous monitoring of trip-level costs and operational characteristics among significant commercial and cultural fisheries in Hawaii and the Pacific Island territories are an essential part of the PIFSC Socioeconomics Program. These data collection programs gather expenditures per fishing trip on fuel, ice, gear, and other trip costs for boat-based trips targeting reef fish, bottomfish, and pelagic fish on a continuous basis for the fisheries listed below in (a) and (b). The retail price data collection program (c) monitors presence-absence of fish species in consumer markets and provides trends in prices by species, product form, and country of origin at a weekly time scale for the calendar years 2007-2011 and 2016.

Key economic and human dimension elements are reported annually within the Western Pacific Regional Fishery Management Council Stock Assessment and Fishery Evaluation (SAFE) reports. These reports address the performance and ecosystem considerations of the Hawaii Archipelago, American Samoa Archipelago, Mariana Archipelago (Guam and CNMI), US Pacific Remote Island Areas and Pacific Pelagic Fishery Ecosystem Plans (FEPs). Socioeconomic Program monitoring parameters include fishery economics [revenues, prices, trip costs, behavioral components of fishing (motivations, catch distribution, etc.), and economic impacts, fisher and community demographics, and measures of community engagement and cultural importance (number of participants, shares of catch, etc.)]. This tool would likely benefit from a dashboard framework organized by region and (fishery).

Fishing community snapshots take the pulse of Hawaii fishing communities, providing the most recent data available for key indicators for Hawaii fishing communities related to dependence on fisheries and other economic and demographic characteristics. Yearly information from State and Federal data sources are presented and summarized at multiple geographic scales (state, county, island, county subdivision, zipcode, and designated place) for commercial and recreational fishing to help show how community involvement in each fishery has changed over time. Demographic information on social and economic aspects of the community is reviewed using the most recent data from the U.S. Census Bureau. This tool would likely benefit from a dashboard coupled with a mapping framework allowing content and summary statistics to be presented at select geographic scales (there are approximately 41 county subdivisions, 138 zipcodes, and 151 designated places)

Using reported annual CAT1 (total catch by species and fishery, total vessels), CAT2 – (aggregated (1º or 5º – monthly) catch and effort by species and fishery), CAT3 (aggregated (5º – monthly) size frequency by species and fishery) data for the Hawaii-California and American Samoa longline fisheries in the Western and Central Pacific Fisheries Commission (WCPFC) Convention Area, develop a suite of user guided interactive data visualization tools to illustrate the fishery variability. Visualizations should include but are not limited to interactive maps displaying the geographic distribution of the long line catch and effort (by species and fishery) within the WCPFC convention area and the Eastern Pacific ocean (EPO); bar charts, graphs and summary tables of aggregated fish landings (numbers and weights for fish caught and kept), number of active vessels, fishing trips, number of sets, number of hooks, length of fishing season, days at sea, and utilization of annual catch limits (ACLs).
Each data visualization application [(a) – (e)] will require multiple interactive and dynamic elements with data presented in a variety of forms including but not limited to: bar charts (stacked/grouped), line plots, pie/donut charts, heat maps, mapping visualizations, animations, etc.

Appropriately placed and aesthetically appealing instructions on how to interact with each individual visualization application and lookup buttons that provide data sources and definitions should be incorporated throughout the data portal.
Activity 3: Review draft products as developed with PIFSC Task Manager and appropriate PIFSC staff to identify modifications. Modifications are considered complete with written approval from PIFSC Task Manager.
Activity 4: Implement data portal on NOAA Fisheries ITS web servers, in compliance with security protocols.
Activity 5: Provide all source materials and technical documentation to PIFSC Task Manager.
Place of Performance:
The majority of performance will be located at contractor’s facility. A monthly status update meeting requirement with PIFSC Socioeconomics Program Task Manager and relevant PIFSC staff will occur at the NOAA Inouye Regional Center federal facility in Honolulu.
Government-Furnished Property:
There will be no government-furnished property (GFP) associated with this contract.
Security Requirements:
A. Confidentiality Work described herein may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, FAR 52.224-1, Privacy Act Notification, and FAR 52.224-2, Privacy Act. Contractor personnel are responsible for maintaining confidentiality of all subjects and materials.
B. Intellectual Property Rights All deliverables are the property of the U.S. Government as specified the in Section C, CAR 1352.209-72 Restrictions Against Disclosure and Notification of Intellectual Property Rights section of the master IDIQ contract. All documents, analyses, files (digital or other), reports, notes and photos are to be used only by Contractor personnel assigned to this Task Order. Documents, files and other data are to be stored exclusively on Government owned equipment and at no point should be saved or archived on personal drives or devices. Copies are not to be disseminated to anyone outside of the NMFS or to any other contractor personnel without explicit release from the NMFS Project Leader.
C. Security Contractor personnel shall have successfully completed all required suitability and security processing prior to entering the Government’s facility. Additionally, Contractor personnel working in any DOC facility for more than 180 days must complete Personal Identity Verification (PIV) Request Forms, Security Coversheet, fingerprint card, and position sensitivity checklist. This information will be provided by the Government COR in accordance with Homeland Security Policy Directive-12 (HSPD-12). Contractor personnel shall adhere to all security requirements established at the facility. Security processing, as outlined in Master Contract, is required.
Applicable Standards:
Data portal and visualizations should be built in responsive, mobile-friendly, front-end web framework.
Special Requirements:
The contractor is responsible for identifying and working with tools/programs that adhere to NMFS and PIFSC standards and supported by NMFS and PIFSC Information Technology Services (ITS) security protocols.
