Section B: Description of the Supplies/Services Required has a requirement to purchase Web CCaR Licenses and Support. The requirement includes: Web CCaR Named User Licenses and associated Maintenance, Web CCaR Server Licenses and associated Maintenance, and ancillary Database Administration (DBA) Support consisting of installation assistance, software updates, security patches, troubleshooting, etc.

This requirement consists of one base period and four option periods. The license period will last for one year, and is anticipated to run from 01 March 2020 - 28 Feb 2021. Option 1 will run from 01 Mar 2021 through 28 Feb 2022, Option 2 will run from 01 Mar 2022 through 28 Feb 2023, Option 3 will run from 01 Mar 2023 through 28 Feb 2024 and Option 4 will run from 01 Mar 2024 through 28 Feb 2025.

CCaR is a commercial off-the-shelf (COTS) enterprise program and financial management system that automates working-level processes resulting in real-time information availability to government decision makers. CCaR provides an intuitive, comprehensive interface that allows users to define and coordinate program requirements, formulate budgets, forecast program execution, track the program execution, manage contracts and reconcile execution data. Automated reports, analytical tools and executive-level dashboards provide the enterprise with unparalleled insight into a program's status and health. CCaR seamlessly interfaces with numerous external budget, execution and programmatic systems to deliver a single, centralized tool and data repository to support the program and financial management needs across the enterprise.

The order will only include Firm-Fixed Price (FFP) and Not-Separately-Price (NSP) Contract Line Item Numbers (CLINs). The total estimated value of contract is The appropriation for this Base Year requirement is Fiscal Year 2019, 3600 funding.

Section C: Justification for Soliciting from a Single Source or Brand Name

As described in Air Force Instruction 63-101, Integrated Life Cycle Management, Chapter 10: Reporting, all efforts funded with Air Force Research, Development, Test and Evaluation (RDT&E) 3600 (Budget Activity (BA) 1 though BA7) and/or Procurement (3010, 3011, and 3020) investment appropriations, must use the Comprehensive Cost and Requirement (CCaR) system to manage and execute program funds.

Web CCaR is proprietary software: the source code and associated technical documentation were developed at private expense and are the intellectual property of Integrated Data Services, Inc. (IDS) controls access to the software. IDS is the only contractor capable, qualified and legally permitted to provide the products identified in Section III. Web CCaR is a Commercial-Off-the- Shelf (COTS) system owned by IDS, and no other contractor is able to provide the necessary licenses or support. Due to the proprietary nature of the source code and the technical system documentation, new contractors submitting a proposal to accomplish this effort cannot provide the software without receiving permission from IDS. Furthermore, the Government cannot provide the source code to any other corporation or entity for adjustments.

While it is possible that another contract effort could be structured to meet this requirement, the duplication of cost associated with integrating an alternative product into the existing infrastructure would far exceed that of IDS' subscriptions and support package. The requires immediate reporting capabilities in order to identify funding actions and remain audit ready.

The readiness capabilities are a priority in and the greater Air Force. Establishing a new contract just for this requirement would not be timely or cost effective due to the acquisition planning, competition and leave non-compliant

Competing this requirement would result in massive duplication of costs that would far exceed the anticipated cost of the subject effort.

Accordingly, Web CCaR is the only brand capable of providing the supplies described above without the U.S. Air Force experiencing substantial duplication of cost and unacceptable delays that could not be recouped through competition. IDS is the only provider for the WebCCaR software, as identified by the 10 February 2020 email from Maureen Abeldsayed, Chief Operating Officer of IDS.

Section D: Efforts to Obtain Competition

No sources sought was issued. Only one source has been identified by as offering the capabilities required to maintain an agile and audit compliant financial system.
