4. Describe the supply or service to be acquired and the total estimated dollar value:

Oxygen and Helium booster pumps.

6. Describe your market research efforts and efforts to ensure that offers are solicited from as many potential sources as is practicable, or a statement of the reason market research was not conducted:

Market research was conducted, but there are no available or comparable systems available.

The Masterline Booster pumps fulfill our following needs:

1) Electric motor driven. All other comparable units are gas driven. This would mean installing a compressed drive gas system, increasing costs.

2) Fill pressures beyond 250 Bar. Other comparable units only go to 250 Bar.

3) Readily available. Other systems must be built increasing time to delivery.

4) Maintenance costs will be less as we already have two Masterline systems. This means that maintenance, parts and repair will be cheaper. Another separate system will require specialized parts and training, increasing costs and the number of spare parts on hand.

7. State why you feel that the anticipated cost to the Government will be fair and reasonable:

In the long term, utilizing a single system will minimize costs due to savings in maintenance, repair and spare parts, which are all the same with the systems we already have. In addition, if we were to go with another system, it would require the installation of a compressed gas drive system to power the available systems. Another different system will require different spare parts, maintenance and training for maintenance.
