National Oceanic & Atmospheric Administration STATEMENT of WORK

Date: July 7, 2015 Project: NOAA Access Control Hardware Upgrade Location:Silver Spring, MD 20910

Overview

The National Oceanic & Atmospheric Administration (NOAA) Silver Spring Complex is located in the vicinity of the Silver Spring Metro Center and is known as the Silver Spring Metro Center Complex (SSMC). The Complex consists of four buildings commonly referred to as SSMC I, II, III and IV respectively. NOAA has a requirement to upgrade the Access Control hardware and the existing Card Readers with HID HSPD 12 PIV Class readers throughout the Silver Spring Metro Center buildings.

site visit

A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. Site visits will be scheduled and conducted from July 22, 2015 through July 24, 2015. Please contact Richard Duncan, Security Manager, Richard.L.Duncan@noaa.gov, 301-713-2036 to schedule a site visit for a specific date and time.

Scope of Work

The contractor shall provide all equipment, materials, tools, and labor to complete the tasks in the Statement of Work.

ACCESS CONTROL PANELS

Eighteen (18) current Access Control panels, Advanced Processing Controller (APC’s), will be changed out with six (6) iSTAR access control panels. Since iSTAR panels can accommodate a total of 16 card readers, the process for changing out the APC panels with iSTAR panels will be as follows below. Coordination must be made with the NOAA Systems Engineer (as identified post-award by the Office of Security at NOAA Government Contact Point (GCP) at least 5 working days prior to changing out any panels to help prevent any excess down time. Once the new panels are communicating with the host server, they will be programmed by the NOAA Systems Engineer (Michael McKinnon, Michael.mckinnon@noaa.gov) to operate.

PAGE 4 OF 12 WC-1330-15-RQ-0795/A0001

STATEMENT of WORK

In cases where two APC’s will be condensed into one iSTAR, in preparation the contractor shall mark the wiring as they are now for each card reader system on the APC panel. Marking the output relay wiring is a necessary and critical component. Currently, the system is working on the old panels; when these wires are changed over to the new panels and programmed, the contractor shall ensure that the door(s) specified for that panel unlock with a scan of the badge. This includes ensuring that other doors in the vicinity, but not intended for that panel, do not unlock. The lock wiring and card reader wiring will transfer over to the iSTAR using the same RM-4 addresses that is currently assigned. In some cases, the wiring for the electric locks and card reader modules will need to be extended to reach the power supply and the iSTAR panels. The contractor should expect to extend wire between 10-30 feet straight up or down to the newly installed iSTAR panel. All LAN rooms are stacked over and under in each building.

The wiring for card reader modules, devices, and locks currently on the APC, which is being replaced with an iSTAR panel, will be added to the iSTAR panel’s first or top Auxiliary Control Module (ACM) board. The second APC panel’s card readers, devices and locks will be connected to the second ACM board and appropriate power supply. All wiring in the Access control panels shall be tied down, neatly arranged and connected to the ACM board card reader inputs to provide connectivity and functionality of the access control system devices.

All Cat 5 cabling for iSTAR panel’s network connection shall be supplied by the contractor. All old equipment shall be disposed of by the contractor. The procedure for this hardware upgrade is described below.

CARD READERS with HID HSPD 12 PIV The current readers shall be changed out with 48 HID-brand HSPD -12 PIV Class readers in selected areas within the SSMC 2, 3 and 4. Coordination shall be made with the Systems Engineer (Michael McKinnon, Michael.mckinnon@noaa.gov) at least 10 working days prior to changing out any card readers to help prevent any excess down time to offices, lobby entry points, and underground access points.

ORDER OF INSTALLATION

The iSTAR Panels shall be installed first, followed by the installation of the card readers.
