STATEMENT OF WORK (SOW)
FOR
Removal, Transport and Treatment of PFOS-PFOA Industrial Waste Water in
AFFF Storage Tank, Building 210
Peterson Space Force Base (PSFB) Colorado Springs, CO.
13 August 2021
1. DESCRIPTION OF SERVICES: The Contractor shall provide all management, materials, tools, supplies, equipment, and labor necessary to remove, transport and treat the contracted amount of PFOS/PFOA concentrated waste water from Peterson Space Force Base (PSFB) AFFF Underground Storage Tank (UST). The contracted contents of industrial waste water will be taken from the AFFF Underground Storage Tank (UST) located on east side of Building 210, Peterson SFB (PSFB), and Colorado Springs, Colorado, as specified below.
2. GENERAL INFORMATION
2.1. Contractor work hours shall be during normal business days Monday through Friday from 0700-1630 hours unless prior written approval by the user and Contracting Officer.
We would like for the start date to be as soon as possible and would like for the project to be completed within 30 days.
2.2. The AFFF Tank will be open and available to extract the industrial waste water prior to contractor’s arrival.
2.3. Contractor will be responsible to ensure all transport vehicles and associated equipment are inspected for proper mechanical operation and malfunction leaks prior to entering installation.
2.4. Utilities, such as water and electrical, for use during industrial waste water removal are available for the Contractor’s use at no cost upon approval by the Government.
2.5. Restroom facilities are available for contractor use.
3. SPECIFIC REQUIREMENTS
3.1. The intent of this contract is to remove the contracted amount of PFOS/PFOA concentrated industrial waste water from B210’s UST, to alleviate the tanks present holding capacity of collected industrial waste water. This reduction in volume will reduce the risk of overflow by accidental release of additional AFFF and/or from significant rainfall event.
3.2. The contractor will safely remove the contents into mobile storage tanker trucks for transport off the installation to specified waste water disposal facility for treatment.
3.3. At the Waste Water Disposal Facility, the contents will be treated per contractor’s treatment process protocols.
3.4. The contractor will sample industrial waste water before tank content removal and after treatment process and certified lab analytical results will be available to Government
POC.
3.5. All work shall be done in accordance with all local, state and federal regulations and applicable Unified Facilities Criteria (UFC). UFC’s can be found at https://www.wbdg.org/ccb/browse_cat.php?c=4
3.6. It is the sole responsibility of the contractor to possess or obtain any specific permits, licenses, or certifications required for this project.
3.7. REMOVAL AND REMEDIATION
3.7.1. Contractor shall remove the contracted amount of industrial waste water from the AFFF Underground Storage Tank (UST) located on east side of Building 210, Peterson SFB (PSFB). Contractor shall be expected to remove 70,000 gallons of PFOS/PFOA concentrated industrial waste water.
3.7.2. Contractor will be responsible to safely transfer the contents of the UST into contractor supplied transport storage tanker trucks for transport off the installation to specified treatment facility.
3.7.3. Contractor will be responsible for any remediation or cleanup from mishap during removal or transport while on base.
4. ACCESS AND SITE INFORMATION
4.1. Access to Peterson Air Force Base is limited to personnel with active badge access.
Contractor shall either have a badge access or shall submit all names to the 21 CONS Contracting Officer for badge access. All personnel shall be able to pass a simple background check and shall not have any outstanding warrants for arrest or be on previous felony list or sex offender registry.
4.2. The contractor shall utilize the East Gate which is located off of Marksheffel Road for base access. Contractor shall be aware that the East Gate can become busy during high use times in the morning and evening and to expect at least 30 minute delays during higher use periods with very high use delays extending to hours.
