Control No. 18-50

SOLE SOURCE JUSTIFICATION

(Simplified Acquisition Procedures under FAR Part 13 below $150K)

1. Agency/Contracting Activity: USPFO – CT – P&C

2. Description of Action:

Nature: New Requirement Follow-On Requirement

Mod to Existing Purchase Order/Contract Number

Pricing: Firm-Fixed Price Time and Materials

Funds: OMA Other Funds:_________

3. Description of Supplies/Services:

a. The total estimated dollar value of the proposed action is $ 97,145.00

b. Wide Format Rigid and Roll-to-Roll printer with white ink. A replacement large format laminator is required in order to comply with the Command, Control, Communications, Computers, and Information Management (C4IM) required services

702.2.2.3 (custom mounting) and 702.2.2.4 (large format graphics), 702.2.2.5 (exhibits, 2 or 3-dimensional displays), 702.9.1.2 (enlargement services), and 702.9.1.3 (large print services).

4. Authority: Action using Simplified Acquisition Procedures

FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold

(SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g.

urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reason for Authority Cited: With the listed salient characteristics and performance requirements the only printer to meet the minimum requirements is the HP Scitex FB550. While

Roland and Mimaki make capable printers that meet the requirements, they do not offer removable tables that fold up for storage when not in use. Additionally the Roland and Mimaki models have media length limitations that do not meet the 120” requirement. Mutoh makes models with collapsible tables but do not allow printing on 2” materials and, based on experience with both Mutoh and HP flatbed printers, are extremely high maintenance and unreliable.

6. Actions to Increase Competition: Small business, veteran/female/disabled owned business may be able to provide this item. The purpose of this Sole Source request is to recommend a brand and model (HP Scitex FB550) but not a specific vendor.

7. Market Research: Market research was conducted using internet searches, white papers, trade journals (Sign & Digital Graphics, Maker Magazine, Sign of the Times) and RFIs to the

Control No. 18-50 industry. Equipment specifications and requirements were determined based on industry standards, C4IM service requirements, customer requests, the current operating environment, and capability to expand in the future.

8. Procurement History:

Previous Purchase Orders(s) or Contract(s): Yes No

Purchase order or contract number:_______________

Was action competed? Yes No

If action was not competed, state the cited authority, summarize rationale:______________________________________________________________________

9. Additional information to support the justification: The ability to print directly to rigid media drastically increases productivity and creates better final products for the customer.

Without the ability to print direct to rigid media projects get printed to flexible material and are mounted to rigid material (e.g. foam-board, SmartX) using spray adhesive, often requiring manual trimming before and after mounting. The spray adhesive is messy, adds cost, adds steps and has a tendency to bubble and delaminate over time requiring reprints. Additionally, spray adhesive limits the number of substrates that can be used because it will not adhere flexible media to all materials. The addition of white ink adds the ability to print on clear or dark materials, further increasing the number of substrates that can be used.

10. Fair and Reasonable Price Determination: As Contracting Officer, I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.

Basis for the determination: price analysis techniques.

11. Contracting Officer’s Approval:

I hereby certify that this Justification is accurate and complete to the best of my knowledge and belief. Based on the foregoing, I approve this sole source justification subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition
