Performance Work Statement Support and Licensing for Paradigm Software
1.0 General
1.1 Scope: This Performance Work Statement (PWS) pertains to the support and licensing contract for Paradigm 3 software which includes the Documents, Records, Improvements, Training, Users, and Action Items Modules. This document control software is used by the Chemical Sampling and Analysis Branch (CSAB) to maintain its ISO/IEC 17025 accreditation. The contractor shall provide all software and service necessary to maintain a properly running, up-to-date version of Paradigm software as defined in this PWS.
1.2 Background: Paradigm has been utilized within the Warfighter Director at ATC for approximately 6 years. The software is used to maintain the laboratory’s ISO 17025 accreditation. It is also used by other branches and divisions to maintain their quality systems.
1.3 Objectives: The objective of this contract is to provide annual technical support and licensing of Paradigm 3 software as well as access to all software updates provided by Paradigm.
1.4 Period of Performance: The period of performance shall be from February 29, 2016 to February 28, 2017 with two option years.

1.6 Billing: All billing will be done on a annual basis through Invoicing, Receipt, Acceptance, and Property Transfer (IRAPT), (formerly Wide Area Work Flow). The contactor shall send an e-mail to the both POC’s listed in Section 1.5 when invoices are posted in IRAPT.
2.0 Requirements
2.1 Scope: The contract shall cover the following services at no additional charge:
2.1.1 License renewal for 90 full users and 100 restricted users for all Paradigm 3 modules including: documents, records, improvements, training, users, and action items.
2.1.2 At a minimum, unlimited technical support via phone and email from 9am to 5pm EST Monday through Friday.
2.1.3 Access to an online support website that can be utilized to submit/track issues.
2.1.4 Access to all software upgrades (release builds), for the current Paradigm 3 software, distributed by Paradigm.
2.2 Response Time: The service company shall address all inquiries submitted to them in a timely manner. Acknowledgement of critical issues shall be made within one working day; standard issues within 3 working days.
2.3 Methods of Issue Resolution: As access to DOD Networks is highly regulated, methods to resolve or troubleshoot issues other than remote access to our system is required. In situations necessary to have access to our instance of Paradigm, a copy of our database and installation folder will be sent to the contractor. Otherwise, email and phone conversations will serve as the primary means of issue resolution.
2.4 Onsite Support: The contractor is not expected to travel onsite to provide support under this contract.
3.0 Non-Personal Services Statement
Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
4.0 Contractor Manpower Reporting (CMR)
The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) has established a secure data collection site, entitled Contractor Manpower Reporting System, for the purpose of capturing contractor (and subcontractor) manpower utilized during the performance of this contract. As a result, the contractor shall report all the information required by the Contractor Manpower Reporting System. The information requiring completion by the contractor includes, but may not be limited to the following: Contracting Office, Contracting Officer, Contracting Officer's Technical Representative, Contract number, Requiring activity identification code (UIC), Command, Obligated Dollars, Fund cite information, Contractor name, address, phone number, e-mail address, Direct labor hours, Direct labor dollars, Federal Service Code (FSC) and Locations of service. The contractor shall submit all required information before final invoice. The contractor shall access the Contractor Manpower Reporting System database on the internet and fill-in the required data entry fields.
