PROJECT DCFT102004
SOLICITATION/IFB # W91SMC-18-B-7003/REPAIR CRF BUILDING P-26
REQUEST FOR INFORMATION (RFI) #1 04 APR 2018
Q1. Drawing 1/AD-201 remove existing metal panel of folding wall. Can the folding wall be cut at top, allowing to fall to asphalt with protected plywood?
A1. Only the exterior panel, furring, and insulation are being removed from the hangar doors and they are installed in sheets. The method in which the contractor removes these items are not dictated by the AE or the Gov’t as long as they are removed and the remaining surface is prepped for new insulation and panels. Any damage to other items would be the General Contractor’s
(GC’s) responsibility.
Q2. Drawing AE-201 masonry walls. Are we to tuck point 100% of the entire walls?
A2. Please see specification section 012200 Unit Prices and section 040120.63&.64 for Brick
Masonry Repair and Repointing. The contractor shall calculate a unit price per façade for tuckpointing and lineal feet for control joint replacement. Please provide a cost for all control joints to be replaced that will be able to be incorporated into CLIN 0001 Base Bid. The following are the square foot quantities for tuckpointing. (Majority is high work as well.)
a. Façade A = 130 SF
b. Façade B = 120 SF
c. Façade C = 40 SF
d. Façade D = 30 SF
e. Façade E = 160 SF
f. Façade F = 30 SF
g. Façade G = 110 SF
h. Façade H = 400 SF
i. Façade J = 160 SF
j. Façade K = 30 SF
k. Façade L = 200 SF
l. Façade M = 30 SF
m. Façade N = 30 SF
Q3. 1.2 Submittals required to bear the review stamp and signature of the Fire Protection
Specialist before submitting for review. Section 1.3B gives the criteria for the FPS and since we don’t have a local PE to fit this category, we would ask to use a NICET 4 to review stamp & signature as listed in UFC 4-021-01, Sect 4-2.
A3. A qualified NICET IV is acceptable as the designer.
Q4. Closeout submittals show requiring 6 sets of as-builts (hardcopy) and a CD to. Would like to request providing just a CD and/or submittal PDF’s instead of hard copy which most projects do not require.
A4. The Gov’t would like 2 hardcopy sets of the as-builts separate from the overall set of as-builts for the entire facility. These 2 sets should be specific to the fire system and should be
11x17 folded and placed in a labeled 3 ring binder. These binders will be in addition to the CD.
Memory cards or flash drives are not acceptable.
Q5. 2.3B states the system shall interface with the base-wide area MNS system. Could you detail which system this is and how you would like the interface to work? If this is Monaco or other, is additional hardware from those systems required and if so what?
A5. The new MNS system has not been installed yet but work is starting this spring.
Submittals for that separate project will be given to the contractor upon award. The basis for design for the separate basewide MNS is Federal Signal UltraVoice.
Q6. Under H. Field programmability – Any proprietary equipment and proprietary software needed by qualified technicians to implement future changes to the fire alarm system shall be provided as part of this contract. We will provide the resident program for the system on CD, or stored in the memory card in the fire alarm control unit. However, the programming software for all fire alarm systems is proprietary, and requires the system only be programmed/reprogrammed by personnel that have been factory trained in its use. UFC 4-021-01, section 1-5.1 requires all personnel tasked with design, installation, testing, training, and maintenance have this factory training. Will there be a need to send ANG Personnel to the factory training as part of this project?
A6. No need to send to factory training for equipment. Please provide CDs.
Q7. Spec section 3.5 testing mentions megger testing. The particular testing discussed is no longer performed on newer fire alarm systems due to system architecture and we would prefer to exclude.
A7. Testing is not required.
Q8. Drawing AD-101 note D11 Strip paint off steel panels, jambs, and framing members of existing hanger doors. These elements to be repainted. What is the allowed method to strip paint, either sand blast, chemical, or other?
A8. The method for removing the paint will not be dictated by the Gov’t. All methods will be submitted and run through the environmental office to assure proper precautions are being followed.
Q9. Per spec 090690 Color Schedule. This does not indicate what to paint the interior hanger doors, jambs, and framing. Please indicate.
A9. The paint type will be submitted to ensure it bonds to the substrate but the color will match the other interior spaces. Eider White.
Q10. We need clarification as to the quantity of brick repointing to include in the bid. The elevation drawings AE-201 point to the brick and call out to “re-point existing masonry”. That would seem to indicate that 100% of joints are to be repointed. Specification 040120.64 Article
3.4.A.1 notes to repoint “All joints in areas indicated.”, which would also indicate 100% repointing. General Note F on AE-201 notes that joints are to be repointed as necessary (not
100%), which contradicts the above items. There are unit prices to Deduct repointing from each façade, but not to add to each façade. Does this mean that we are to include 100% repointing in the base bid, then deduct by unit price if less than 100% is required on various facades? Please clarify. If we are doing something other than 100% repointing, we should have a quantity allowance included in the bid so we know when the deductive unit prices kick in. This would be similar to how the metal deck Allowance No. 1 quantity and unit price #6 are set up already.
A10. Please A2 response.
Q10. With regards to the fire alarm system currently installed in P-26:
• The contract documents call for modifying/adding to the existing Fire Alarm Control
Panel, (FACP).
• However the current panel has reached its end of life and cannot be serviced.
• I would like to request that the Notifier brand be added as an acceptable manufacturer to the project.
• The existing alarm monitoring transmitter can stay. It can be connected to any new control panel.
A10. If existing panel is unserviceable please price your bid accordingly and submittal substitutions will be handled after the award is made so that all product data and technical information can be reviewed thoroughly.
