Justification and Approval for Other than Full and Open Competition
SINGLE SOURCE
1. Contracting Activity: USPFO-IL
2. Description of Action: This approval is being requested for the rental of a facility to conduct a 92G10 level course with dates 4-12 March 2017, 13-21 May 2017, 27 May 2017– 4 June 2017, 28 July 2017 – 5 August 2017.
3. Description of Supplies/Services: The 129th RTI will need an agreement to utilize a fully functional kitchen facility that will be spacious enough to support 20 personnel on the above listed dates conducting food operations during the 92G10 course. The facility has to be in the local Springfield, IL area for the students will have to commute from the Camp Lincoln Facility to the fully functional kitchen facility. The contractor will be responsible for providing the following items:
a. Range, Gas, 18ea
b. Refrigerator, Mechanical Food, 3ea
c. Freezer, Mechanical Food, 3ea
d. Mixing Machine, 18ea
e. Table, Food Preparation, 18ea
f. Cabinet, Dough Proofing, 3ea
g. Mixing Machine, Food, Electric, 18ea
4. Authority Cited: Only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1 Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1).
5. Reason for Authority Cited: Lincoln Land has the facilities and equipment that can support the 129th RTI’s mission requirements. The mentioned requirements have to coincide with an ongoing catering contract and the only one authorized on the site is Nelson’s Catering food services.
6. Efforts to Obtain Competition: Market Research was conducted using the means of the World Wide Web, GSA Advantage, inter-agency, and other marketable resources. The conclusion was drawn that Lincoln Land was the only suitable contractor that could provide the space availability and catering services need to fulfill the mission within the local area.
7. Actions to Increase Competition: Technical analysis was conducted with the extensive market research to find other contractors that could provide in the short amount of time the full requirements of the mission. With other contractors not being able to provide the full amount of resources, it was decided that LLCC in the Springfield, IL area was the only one suitable to meet the mission’s full intent.
8. Market Research: Research was conducted to find another facility within the local constraints, but no other facility could meet the intent. The closest facility that could be found was in St. Louis. This would not be feasible trying to move students to and from the facility and would require more financial support then using Lincoln Land Facilities.
9. Technical Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
