The following have been modified:
SALIENT CHARACTERISTICS
Salient Characteristics Requisition is for 27 Executive Communication Kits with all peripherals, associated encryption devices. Vendors may quote equivalent items that contain the stated minimum essential characteristics (MEC) or exceed the standards identified and agreed upon by the requestor. All items must be fully compatible with each other. Quoted price must include verification testing for all equipment items. Quoted price must also include remote hardware/software repair support, on-site training, parts and labor, for three years with 24 x 7 support provided.
Delivery to 56th Signal Battalion, Fort Sam Houston, Texas.
SALIENT CHARACTERISTICS
o Internet access must be available via:
Wired Ethernet port connection Wi-Fi Client Mode through use of wireless broadband router Wireless carrier air-card (e.g. Verizon, AT&T, T-Mobile) o Enterprise Classified Voice over Internet Protocol (ECVoiP) service o Must be compatible with each of either the KG-250x or KG-250xs High
Assurance Internet Protocol Encryption (HAIPE) devices and must provide defense-in-depth protection to the DISN and the kit itself.
o Requires User authentication using a combination of a Crypto Ignition Key (CIK) and username/password (for voice) or SIPRNet hard token (data).
o Requires additional failsafe for quick deletion of internal configuration data.
o Failover capabilities maintained at the device and gateway levels, with a dynamic failover capability at the network gateway. Failover must be seamless to the customer.
o Must be able to operate on the Joint Regional Security Stack (JRSS), Secure
Network Operations Center (SNOC), DISN Enterprise Classified Travel Kit Gateway (DECKTK) without additional configurations and or cos but kits must be able to be configured at the user level.
o Specific System model must possess current Joint Interoperability Test
Command (JITC) certification and be listed on DoDIN Approved Products List (APL) as identified on https://aplits.disa.mil by DISA. Vendor must provide proof of JITC certification and DoDIN APL listing.
o FIPS 140-2 validated o NIAP Common Criteria VPN and ND PP Certified o Listed on NSA Commercial Solution for Classified (CSfC) Component List
LAN Requirements:
o Port Density: at least 4 switch ports 100 Mbps o Encapsulation: Ethernet, 802.1q VLAN o RJ-45 connections o Full Duplex o One (1) or more Power over Ethernet (POE) capable port
WAN requirements:
o Port Density: 1 to 2 100 Mbps Layer 3 routing Ethernet ports o RJ-45 connections o Full Duplex o Must be able to operate on any of the following: IPsec VPN, Dynamic Multipoint
VPN (DMVPN), FlexVPN, GETVPN capable o Provides 50 Mbps or faster IPsec performance o Concurrent classified voice and data access o One (1) or more Power over Ethernet (POE) capable port o VOIP Handset o Durability for daily use and frequent travel that must be able to be stowed beneath an airline seat (11” tall by 17” wide) and easily transportable with weight of the kit to be under 10lbs.
o Must be able to run off internal back-up power for up to two (2) hours o All required cables o Three year warranty and support to include firmware updates, engineering support, and repair due to faulty workmanship or quality.
o Minimum three day On-Site training sessions for Communication Team operators
