Question #1:

Will the Government please identify specifically which circuits from all those listed in Appendix 10 require the use of Government cable & which require the use of Contractor provided cable?

Answer #1: No government cable is available.

Question #2:

Will the Government please clarify the quantity of PRIs at the 1-1434 Main DCO & the C-6321 82nd DCO?

Answer: The PRI to 500 Executive is not required and has been removed from the Statement of Work. The number of PRIs required is specified in Tables 10.3.1, 10.3.2, and 10.3.3.

Question #3:

For 1-1434 Main DCO, there are 310 B-channels & 2 D-channels related to Trunk Group 102 and 166 B-channels & 2 D-channels related to Trunk Group 104. This equates to 20 PRIs (13 PRIs for Trunk Group 102, 7 PRIs for Trunk Group 104), but table 10.3.1 (page 18-19) lists a total of 25 PRIs, 24 of them to Building 1-1434 Scott St, Fort Bragg, NC, and 1 of them to 500 Executive Place, Fayetteville, NC 28304—clearly not at the 1-1434 Main DCO? Will the Government please clarify these discrepancies?

Answer #3:

Below are the total D-Channel and B-Channel quantities that are currently delivered to our Avaya CS2100 Switch network that presently supports inbound and outbound local off-post call services under BASECOM:

Bldg. 1-1434 has Twenty one (21) ISDN T1/PRIs Divided into three separate trunk groups, each trunk group containing two separate D-Channels, (per NFAS signaling configuration). Total D-Channels: 6 Total B-Channels: 498

Question #4:

For C-6321 82nd DCO, there are 190 B-channels & 2 D-channels related to Trunk Group 102 and 190 B-channels & 2 D-channels related to Trunk Group 104. This equates to 16 PRIs (8 PRIs for Trunk Group 102, 8 PRIs for Trunk Group 104), but table 10.3.2 (page 19) lists a total of 19 PRIs, all of them to BLDG. C-6321, 4550 CHAMPION MAIN DRIVE FT. BRAGG, NC. Will the Government please clarify these discrepancies?

Answer: Bldg. C-6321: Fifteen (15) ISDN T1/PRIs Divided into three separate trunk groups. Each trunk group containing two separate D-channels (per NFAS signaling configuration). Total D-Channels: 6 Total B-Channels: 354

Question #5:

Will the Government please identify which 13 PRIs at the Main DCO are in Trunk Group 102 and which 7 PRIs at the Main DCO are in Trunk Group 104?

Answer #5:

The referenced "Hunt Groups 102 and 104" information for each location must refer to delivery of local off-post voice services prior to implementation of NEC's Avaya CS2100 Switch, under I3MP and BRAC. "Trunk" Groups #102 and #104 (not hunt groups) were the NEC's Legacy 5ESS Telephone Switch's (now decommissioned) Trunk Group #s that supported local off-post telephone services under BASECOM.

Question #6:

Will the Government please identify which 8 PRIs at the 82nd DCO are in Trunk Group 102 and which 8 PRIs at the 82nd DCO are in Trunk Group 104?

Answer #6:

The referenced "Hunt Groups 102 and 104" information for each location must refer to delivery of local off-post voice services prior to implementation of NEC's Avaya CS2100 Switch, under I3MP and BRAC. "Trunk" Groups #102 and #104 (not hunt groups) were the NEC's Legacy 5ESS Telephone Switch's (now decommissioned) Trunk Group #s that supported local off-post telephone services under BASECOM.

Question #7 Will the Government please clarify the significance—if any—circuits 14-18 which are highlighted in yellow?

Answer #7:

The highlights have been removed.

Question #8:

Will the Government please clarify the discrepancy in the quantities of listed OC192 nodes? 10.9.1 states “The contractor shall maintain the OC192 which provides diverse routing on and off Fort Bragg. The addresses of the nodes are: Building 1-1434, Scott Street and Building C-6321, Champion Main Drive, Fort Bragg, NC.”, but this conflicts with Table 10.5 (page 20), row 1 which identifies only two OC192 nodes: Main DCO (Bldg. 1-1434, Scott Street, Ft. Bragg, NC) & the McGilvary wire center; and with Table 10.9.3 (page 22), rows 1 & 3 which identify only two OC192 nodes: 1. Main DCO (Bldg. 1-1434, Scott Street, Ft. Bragg, NC) from FYVLNCXAXMD (717 McGilvary St, Fayetteville, NC 28301) & 2.

82nd DCO (Bldg. C-6321, 4550 Champion Main Drive, Ft. Bragg, NC) from FYVLNCXAXPX (717 McGilvary St, Fayetteville, NC 28301). Will the Government please clarify these discrepancies?

Answer#8:

The table has been removed to refer to the node table 10.9.3.

Question #9:

Will the Government please clarify the diversity required? 10.9.2 states “The contractor shall provide an OC-48 diverse route to the FORSCOM DRC Hub, located at Building T- 2705, 17th ABN DIV Street, Camp Mackall, NC. This must be a diverse route.” The requirement specifies the route must be diverse, but not what it must be diverse from?

Answer #9:

From the serving central office. The location of the serving central office depends on the provider.

Question #10:

Will the Government please clarify whether the OC-192 Node 1, OC-48 Node 3 and OC-192 Node 2 are required to be part of the same ring?

Answer #10:

The OC-192 is a SONET ring for Fort Bragg. The OC-48 is a SONET ring serving Camp Mackall. They are two separate rings.

Question #11:

Will the Government please clarify the quantities of the DS1s and/or PRIs related to each of the listed OC192 nodes and to the listed OC48 node? Table 10.9.3 specifies a total of 115 DS1s/PRIs with 59x DS1s allocated to OC-192 Node 1, 39x DS1s allocated to OC-192 Node 2, and 17x PRIs allocated to OC-48 Node 3, but those quantities do not match the totals of the Tables listed below.

Answer #11:

The OC-48 and OC-192 are two separate Rings providing services to Fort Bragg and Camp Mackall from and to commercial. These are not Fort Bragg Infrastructure Rings. The Rings are managed and maintained by the contractor.

Question #12:

Will the Government please identify whether the indicated OC192 ring (and corresponding nodes) is an “infrastructure ring” (one they do not pay for) or a “Private Customer Ring” (one they do pay for, reserving the entire capacity for themselves, & requiring them to provide LOA/CFA for any circuits riding that ring)?

Answer #12:

Fort Bragg has a SONET OC-192 Infrastructure Ring Managed and Maintained by the Fort Bragg NEC. The OC-48 and OC-192 are two separate Rings providing services to Fort Bragg and Camp Mackall from and to commercial. These are not Fort Bragg Infrastructure Rings. The Rings are managed and maintained by the contractor.

Question #13:

Will the Government please clarify whether less than an OC192 ring (and corresponding nodes) would be technically acceptable? Table 10.9.3 specifies a total of 59x DS1s which equate to less than 3x full DS3s, therefore, only warrant an OC3. Table 10.9.3 specifies a total of 39x DS1s which equate to less than 2x full DS3s, therefore, only warrant an OC3. Configured to provide full protect paths, this would commit only 5 of the 12 channels of an OC12 (or 5 of the 48 channels of an OC48). Will the Government accept less than an OC192? If the Government will not accept less than an OC192, will the Government explain the requirement for such a large system?

Answer #13:

The Government will not accept less than the requirement. The Government has determined an OC-192 is required for Fort Bragg.

Question #14:

Will the Government please identify whether the indicated OC48 ring (and corresponding nodes) is an “infrastructure ring” (one they do not pay for) or a “Private Customer Ring” (one they do pay for, reserving the entire capacity for themselves, & requiring them to provide LOA/CFA for any circuits riding that ring)?

Answer #14:

The OC-48 and OC-192 are two separate Rings providing services to Fort Bragg and Camp Mackall from and to commercial. These are not Fort Bragg Infrastructure Rings. The Rings are managed and maintained by the contractor.

Question #15:

Will the Government please clarify whether less than an OC48 ring (and corresponding nodes) would be technically acceptable? Table 10.9.3 specifies a total of 17x PRIs which equate to less than 1x full DS3, therefore, only warrant an OC3. Configured to provide full protect paths, this would commit only 1 of the 3 channels of an OC3 (or 1 of the 12 channels OC12). Will the Government accept less than an OC48? If the Government will not accept less than an OC48, will the Government explain the requirement for such a large system?

Answer #15:

The Government will not accept less than an OC-48. The Government has determined an OC-48 is required for Camp Mackall.

Question #16:

Will the Government please clarify whether the OC48 ring (and corresponding nodes) must incorporate a node in Charlotte, NC: CHRLNC32DS0 (316 E Morehead St, Charlotte, NC 28202)?

Answer: The central office node is currently in Charlotte but all nodes of the OC-48 under this Statement of Work must all be within the same LATA, to include the serving central office. The current nodes are shown for description only.

Question #17:

Will the Government please provide the full address (including Street #; Street Name, Type, Direction; Bldg #, City, State, ZIP) for the required OC48 node at Camp MacKall?

Answer:

Building T-2705, 17 Airborne Division Street, Camp MacKall, Fort Bragg, NC 28310

Surrounding local area is considered Hoffman, NC 28347
